Below is the noteworthy content in Decree 82/2007/ND-CP regulating the provision of information for the formulation and implementation of national monetary policy in Vietnam.
What are responsibilities of the ministries in providing information to the State Bank of Vietnam? (Illustrative image)
According to Clause 2, Article 8 of Decree 82/2007/ND-CP, the ministries are responsible for providing information to the State Bank of Vietnam as follows:
1. The Ministry of Planning and Investment of Vietnam is responsible for providing information on:
- Guidelines, policies, and strategies for Vietnam's socio-economic development in each period; short-term and long-term economic development plans; plans and status of foreign investment in Vietnam, Vietnam's investment abroad; overall social capital investment plans;
- Short-term and long-term fiscal policies; short-term and long-term state budget revenue-expenditure plans; short-term and long-term capital mobilization plans of the state budget from domestic and international markets; monthly and yearly state budget revenue-expenditure situations;
- Overall social capital investment plans and price index information. (Appendices I, II attached to this Decree)
2. The Ministry of Finance of Vietnam is responsible for providing information on:
- Short-term and long-term fiscal policies; short-term and long-term state budget revenue-expenditure plans; short-term and long-term capital mobilization plans of the state budget from domestic and international markets; monthly and yearly state budget revenue-expenditure situations;
- The quantity and value of listed securities, transactions, custody, and brokerage on a monthly, quarterly, and yearly basis;
- Overall social capital investment plans. (Appendix I attached to this Decree)
3. The Ministry of Labor, War Invalids and Social Affairs of Vietnam is responsible for providing information on labor policies, labor market situations, and unemployment on a quarterly and yearly basis.
In addition, non-credit institutions in Vietnam are responsible for providing information on asset-liability reports on a monthly, quarterly, and yearly basis and other information as requested by the State Bank, and information on the asset-liability situation of non-credit institutions to the State Bank.
