This is a noteworthy content in Circular 42/2011/TT-BGDDT stipulating the procedures for investigating and handling inland waterway traffic accidents by the Traffic Police force in Vietnam.
What are procedures for inspection of works related to waterway traffic accidents in Vietnam? (Internet image)
In Article 12 of Circular 64/2020/TT-BCA, it is stipulated on the inspection of works related to inland waterway traffic accidents by the Traffic Police in Vietnam as follows:
For bridges:
- Inspect the basic technical indicators of the bridge: Vertical clearance of the bridge; Radius of curvature of the channel at the bridge construction site; Position of the bridge relative to the main flow; Bridge fender system; Bridge span (measured from the protruding part of the interior of the two piers);
- Inspect the signaling system: Bridge deck signs; Bridge pier signs; Buoy indicators guiding vessels into the navigable channel; Navigation lights for nighttime and navigable channel lighting (for accidents occurring at night);
- Inspect and record the traces of the traffic accident left on the bridge piers in the navigable channel, bridge walls;
For overhead river-crossing works:
- Power lines, communication lines, overhead pipelines, water measurement cables;
- Inspect the vertical clearance of overhead lines across the river;
- Inspect warning signs indicating high voltage, ahead warning for high voltage lines crossing the river;
- Inspect and record the traces of the traffic accident left at the scene.
For underground river-crossing works:
- Inspect the technical indicators: Location of the underground river-crossing work; required burial depth. Compare with standard construction regulations to detect any design or construction violations;
- Inspect and review the signaling system, signs, markings indicating the underground work location; all prohibitory signs within a 200-meter range both upstream and downstream;
- Inspect and record the traces of the traffic accident left on the work.
For inland waterway ports and wharves:
- Inspect the operation permits for inland waterway ports and wharves (if any); safety conditions for inland waterway ports and wharves;
- Inspect inland waterway signaling systems, mooring buoys, mooring piles, water level markers, surveying stakes, with a protection range of 0 to 5 meters from the outermost point of the mooring buoys, mooring piles, water level markers, surveying stakes;
- Inspect the basic technical indicators of inland waterway ports:
- Technical parameters of the infrawork for docking vessels, cargo handling, passenger boarding and disembarking, and other support services;
- Limits of the port's land area: docks, warehouses, yards, workshops, offices, service facilities, transportation systems, communication systems, electricity, water, installation equipment, and other auxiliary works;
- Limits of the water area in front of the docks, turning basins, anchorage areas, transshipment zones, storm shelters;
- Inspect and record the traces of the traffic accident left on the work or at the scene;
- Inspect the technical indicators of the inland waterway wharves:
- Cargo wharves, passenger wharves, general wharves, cross-river passenger wharves, specialized wharves;
- Limits of the land and water areas in front of the wharves for docking vessels, cargo handling, passenger boarding and disembarking, and other support services;
- Inspect and record the traces of the traffic accident left on the work or at the scene.
Note: The member composition for the inspection of works is implemented according to the provisions at point c clause 3 Article 9 of this Circular and must record the Inspection Report of the work related to the inland waterway traffic accident according to Form No. 09/TNDT attached.
