Vietnam Social Security's request regarding continued installation and use of the VssID application (Internet image)
On June 10, 2024, Vietnam Social Security issued Official Dispatch 405/CSKH-CS on the matter of continuing to maintain the installation and use of the VssID application.
On March 13, 2023, the Director-General of Vietnam Social Security issued Decision 336/QD-BHXH on assigning targets for registration, installation, and use of the VssID application for the year 2023. However, several localities have not met the targets assigned by the Director-General. The Customer sevice center requests the Directors of the Provincial Social Security offices (Provincial Social Security) to focus on the following tasks:
- Continue to guide and install the VssID for new groups of subjects. Localities that have not met the installation targets in Decision No. 336/QD-BHXH should continue to implement flexible, proactive, and creative solutions suitable for each group and the local situation to increase the number of installations and use of the VssID in their areas.
- Propagate and guide citizens on the integration of VssID login with the VNeID application as per Official Dispatch No. 2223/CNTT-PM dated October 20, 2023, from Vietnam Social Security.
- In some localities, there have been fraudulent activities such as impersonating Social Security officers to charge for the installation of the VssID; impersonating the VssID application of the Social Security agency... Provincial Social Security is requested to report to the Steering Committee for the implementation of Social Security and Health Insurance policies and propagate, warn in various forms about these phenomena to employers and citizens.
Subjects of compulsory social insurance in Vietnam include:
(1) Group of workers
- Workers who are Vietnamese citizens subject to compulsory social insurance, including:
+ Employees working under indefinite-term labor contracts, fixed-term labor contracts, seasonal labor contracts, or under specific job contracts with a duration of from full 03 months to under 12 months, including labor contracts signed between the employer and the legal representative of persons under 15 years of age as per labor law provisions;
+ Employees working under labor contracts with a term of from full 01 month to under 03 months;
+ Officials and public employees;
+ Defense workers, police workers, individuals undertaking other tasks in cryptographic organizations;
+ Officers, professional soldiers of the People's Army; officers, non-commissioned officers in professional work of the People’s Public Security; individuals undertaking cryptographic tasks earning wages similar to military personnel;
+ Non-commissioned officers, soldiers of the People's Army; non-commissioned officers, soldiers of the People’s Public Security serving for a limited period; military, police, cryptographic students receiving living expenses;
+ Individuals working abroad under contracts as regulated in the Law on Vietnamese Workers Working Abroad under Contract;
+ Business managers, cooperative executives receiving salaries;
+ Individuals engaged in non-professional activities at wards, commune-level towns.
- Workers who are foreign citizens working in Vietnam with labor permits, practice certificates, or practice licenses issued by the competent authority of Vietnam are to participate in compulsory social insurance as stipulated by the Government of Vietnam.
(2) Group of employers
Employers participating in compulsory social insurance include:
- State agencies, public service providers, people’s armed units;
- Political organizations, political-social organizations, political-social-professional organizations, social-professional organizations, and other social organizations;
- Foreign agencies, foreign organizations, and international organizations operating within the territory of Vietnam;
- Enterprises, cooperatives, household businesses, cooperative groups, other organizations, and individuals hiring and employing workers under labor contracts.
