Vietnam’s new regulations on procedures for licensing import of live aquatic animals and plants

According to Circular No. 25/2018/TT-BNNPTNT of the Ministry of Agriculture and Rural Development of Vietnam, procedures for licensing import of live aquatic animals and plants in case of risk assessment are prescribed as follows:

- The organization or individual shall send an application to the Directorate of Fisheries directly or by post or via the national single-window system or public online service (if any);

- The Directorate of Fisheries shall verify the satisfaction of such application and notify the applicant in writing if the application is found unsatisfactory within 2 working days;

- The Directorate of Fisheries shall appraise the application and notify the applicant in writing as well as provide explanation if such application is found invalid within 3 working days from the day on which the satisfactory application is received;

- The Directorate of Fisheries shall carry out risk assessment as regulated in Chapter III hereof and grant a license for import of live aquatic animals and plants with the approved plan for control of imported live aquatic animals and plants within 30 days from the day on which the valid application is received. A written explanation is required in case the application is rejected.

- The Directorate of Fisheries shall send the license for import of live aquatic animals and plants to the applicant directly or by post or via the national single-window system or public online service.
