1. Principles for consideration for awarding the Ho Chi Minh Prize in literature and arts in Vietnam

On May 20, 2024, Decree 36/2024/ND-CP will come into effect and replace Decree 90/2014/ND-CP and Decree 133/2018/ND-CP, which provide detailed regulations on consideration for awarding the "Ho Chi Minh Prize" and "State Prize" in literature and arts.

Based on Article 4 of Decree 36/2024/ND-CP, the principles for consideration for awarding the "Ho Chi Minh Prize" and "State Prize" in literature and arts are as follows:

- Implement the regulations in points a, b, and c of Clause 2 of Article 5 of the Law on Emulation and Commendation 2022.

- A work, a group of works, a project, or a group of projects (hereinafter referred to as a work or project) in literature and arts by an author can only be proposed for consideration for one specialized field in literature and arts.

- A work or project in literature and arts by an author that has been awarded the "State Prize" in literature and arts cannot be combined with other works or projects in literature and arts to propose for the "Ho Chi Minh Prize" in literature and arts.

- The councils at different levels can only submit cases that meet the conditions, criteria, procedures, and documents specified in Decree 36/2024/ND-CP to the higher-level authorities for consideration.

2. What is the number of member eligible for consideration for awarding Ho Chi Minh Prize at grassroots levels in Vietnam?

Pursuant to Article 11 of Decree 36/2024/ND-CP regulating grassroots-level councils as follows:

The Grassroots-level councils in provinces and centrally run cities are established by the Chairman of the Provincial People's Committee.

- Number of members: From 07 to 09 members.

- The Council includes:

+ Chairman of the Council: Vice Chairman of the Provincial People's Committee;

+ Vice Presidents of the Council: Representatives of the Propaganda Department; Director or Deputy Director in charge of culture and arts of the Department of Culture, Sports and Tourism or the Department of Culture and Sports;

+ Members: Representatives of leaders of the Department of Home Affairs, representatives of leaders of the Union of Literature and Arts or the local Literature and Arts Association; experts in literature and arts; The author has been awarded the "Ho Chi Minh Prize" or "State Prize" for literature and art in the specialized field of literature and art awarded by the locality.

+ The Council uses the seal of the Provincial People's Committee;

+ The Department of Culture, Sports and Tourism or the Department of Culture and Sports is the standing agency of the Council. The standing body of the Council may use the unit's seal in carrying out a number of Council activities authorized by the Council Chairman;

+ The Council has a Secretariat established by the Chairman of the Council.

The Grassroots-level council at the Central Association of specialized Literature and Arts was established by the Chairman of the Central Association of Literature and Arts.

- Number of members: From 07 to 09 members.

- The Council includes:

+ Chairman of the Council: Chairman of the Central Association of Literature and Arts. In case the Chairman of the Central Association of Literature and Arts has works or projects on literature and art that are proposed to be considered for "Ho Chi Minh Prize" or "State Prize" for literature and art. then 01 Vice President of the Central Association of Literature and Arts is the Chairman of the Council;

+ Vice Chairman of the Council: 01 Vice Chairman of the Central Association of Literature and Arts. In case the Vice President of the Central Association of Literature and Arts has a work or project that is proposed to be awarded the "Ho Chi Minh Prize" or "State Prize" for literature and art, the Literature and Arts Association The central specialized technical department has written a report to the Ministry of Culture, Sports and Tourism to appoint a replacement;

+ Council members: Experts in literature and arts; The author has been awarded the "Ho Chi Minh Prize" or "State Prize" for literature and art in the literature and art major.

+ The Council uses the seal of the Central Association of Literature and Arts;

+ The Council has a Secretariat established by the Chairman of the Council.

Working principles of the Council

- Individuals with documents requesting consideration for awarding the "Ho Chi Minh Award" or "State Award" for literature and art do not participate in the Council;

- The Council works according to the principles of democracy, publicity and secret voting;

- The Council holds a meeting when at least 90% of the Council members are present, including the Chairman of the Council or the Vice Chairman of the Council authorized by the Chairman of the Council;

- The Council considers the time for publication of works and projects; legality of works and works; evaluate the ideological content and artistic value of each literary and artistic work and project and propose to award the "Ho Chi Minh Prize" or "State Prize" for literature and art according to stipulated in Articles 7, 8 and 9 of Decree 36/2024/ND-CP;

- The Grassroots-level council only considers documents submitted according to the provisions of Article 14 of Decree 36/2024/ND-CP.
