On April 26, 2024, the Minister of Transport issued Decision 494/QD-BGTVT regulating the functions, tasks, powers, and organizational structure of the Vietnam Register.
The Vietnam Register is an organization under the Ministry of Transport, carrying out advisory functions to assist the Minister in state management of registration for vehicles, their components, systems, spare parts, specialized construction, equipment, and technology used in road, rail, inland waterway, maritime, and aviation transportation (referred to as transportation means and equipment) and machinery, equipment, and materials with strict requirements for occupational safety in transportation (excluding vehicles serving defense, security, and fishing purposes); organizing the implementation of quality control, technical safety, environmental protection, and occupational safety for the mentioned types of vehicles and equipment according to legal regulations.
The Vietnam Register has legal status, a seal, its own account at the State Treasury, and its headquarters in Hanoi.
The Vietnam Register's trading name in English is VIETNAM REGISTER, abbreviated as VR.

The organizational structure of the Vietnam Register as of April 26, 2024, is regulated as follows:
(1) Units assisting the Director-General:
- Legislation Department;
- Maritime Construction Department;
- Industrial Department;
- Maritime Department;
- Inland Waterway Department;
- Vehicle Quality Department;
- Vehicle Inspection Department;
- Railway Department;
- Legal Affairs - Inspection - Science and Technology Department;
- Finance - Investment Planning Department;
- International Cooperation Department;
- Personnel Organization Department;
- Office.
(2) Subordinate inspection offices:
- Inspection Office No. 1 (in Hanoi);
- Inspection Office No. 2 (in Nam Dinh);
- Inspection Office No. 3 (in Nghe An);
- Inspection Office No. 4 (in Da Nang);
- Inspection Office No. 5 (in Khanh Hoa);
- Inspection Office No. 6 (in Ho Chi Minh City);
- Inspection Office No. 8 (in Can Tho);
- Inspection Office No. 9 (in Ba Ria - Vung Tau);
- Inspection Office No. 10 (in Hai Phong);

(3) Public-service units under the Vietnam Register:
- Center of Digital Transformation, National Vehicle Data Management and Professional Training (DTTC);
- Vietnam Register Quality and safety management system certification (VRQC);
- Vietnam Motor Vehicle Testing Center (VMTC);
- National motor vehicle emission test center (NETC);
- Inspection Centers.
Among them:
- The units specified in (2) and (3) continue to operate according to the current regulations until the competent authority completes the rearrangement and reorganization of these units.
- The Minister decides to establish, reorganize, and dissolve the units specified in Article 3 of Decision 494/QD-BGTVT according to legal regulations; regulate the functions, tasks, powers, and organizational structure of the inspection offices and the subordinate public-service units of the Register based on the proposal of the Director-General of the Vietnam Register.
- The Director-General of the Vietnam Register regulates the functions, tasks, and powers of the remaining units under the Register.
