Circular 07/2016/TT-BTNMT stipulates the development and updating of hydrometeorological databases in Vietnam as follows:

- The national hydrometeorological database is developed uniformly and synchronously based on the collection, creation, and integration of information and data from observation results, investigations, and surveys from the national hydrometeorological station network, specialized hydrometeorological stations nationwide, and other sources of hydrometeorological information and data as specified in Article 3 of this Circular.

- The national hydrometeorological database is connected and shares data with other national databases and the databases of relevant ministries, and central and local authorities related to hydrometeorological activities.

- Data before being updated into the database must be checked, quality assessed, and processed under regulations. Depending on the type of data, form, characteristics, and nature of the data, the level of processing, and the degree of dissemination of data, it must be updated into the database ensuring rationality, scientific accuracy, and meeting the requirements for data security and safety.

- The National Hydrometeorological Center assists the Ministry of Natural Resources and Environment in developing the national hydrometeorological database and is responsible for:

+ Collecting and unifying all hydrometeorological information and data from agencies and organizations under the Ministry of Natural Resources and Environment and relevant ministries, central and local authorities nationwide;

+ Organizing the updating and management of hydrometeorological information and data.
