Vietnam: Regime of reporting by the Electricity Corporation

Recently, the Ministry of Industry and Trade of Vietnam issued Circular 34/2011/TT-BCT stipulating the formulation and implementation of the electricity supply plan when the national power system lacks electricity sources.

Article 19 of Circular 34/2011/TT-BCT stipulates the regime of reporting by the Electricity Corporation in Vietnam as follows:

1. Weekly report

- The Hanoi Electricity Corporation and Ho Chi Minh City Electricity Corporation are responsible for reporting to the City People's Committee and the Department of Industry and Trade on the electricity supply within the city in accordance with Clause 1, Article 18 of Circular 34/2011/TT-BCT;

- Before 14:00 on Friday of week W, the Electricity Corporation is responsible for reporting to Vietnam Electricity Group and the Electricity Regulatory Authority of Vietnam on the electricity supply and load reduction from Friday of week W-1 to Thursday of week W, including the following content:

+ Daily electricity output, maximum allocated capacity, and implementation by the Electricity Corporation during the week;

+ Electricity output and allocated capacity to provincial electricity companies, and the implementation of load reduction by provincial electricity companies (for regional Electricity Corporations);

+ Analyses and clarification of the reasons in cases where the actual electricity output or capacity differs from the allocated level by 10% or more.

The weekly report of the Electricity Corporation shall be made in the weekly report template on the electricity supply and load reduction stipulated in Appendix 2 issued with Circular 34/2011/TT-BCT.

2. Monthly report

- The Hanoi Electricity Corporation and Ho Chi Minh City Electricity Corporation are responsible for reporting to the City People's Committee and the Department of Industry and Trade on the electricity supply within the city in accordance with Clause 2, Article 18 of Circular 34/2011/TT-BCT;

- Before the 7th of each month, the Electricity Corporation is responsible for reporting to Vietnam Electricity Group and the Electricity Regulatory Authority of Vietnam on the electricity supply of the previous month. The report content includes:

+ Weekly and monthly electricity output, maximum allocated capacity, and implementation by the Electricity Corporation;

+ Estimated electricity output and load reduction capacity each week of the month;

+ Electricity output and the allocated capacity to provincial electricity companies, and the implementation of load reduction by provincial electricity companies (for regional Electricity Corporations);

+ Compilation and estimation of the total electricity output, and maximum load reduction for all load components in the entire month within the Electricity Corporation's management area;

+ Analysis and clarification of the reasons in cases where the total actual electricity output or maximum capacity differs from the allocated level by 5% or more.

The monthly report of the Electricity Corporation shall be made in the monthly report template on the electricity supply and load reduction stipulated in Appendix 2 issued with Circular 34/2011/TT-BCT.
