Vietnam: Press Release No. 11 on the 6th meeting of the 15th National Assembly

On Monday, November 06, 2023, the National Assembly of Vietnam continued its 11th working day at the National Assembly Building of Vietnam under the chairmanship and administration of National Assembly Chairman Vuong Dinh Hue. According to the Program, the National Assembly of Vietnam dedicated the entire day to conducting question-and-answer sessions regarding the implementation of several resolutions of the 14th National Assembly on thematic supervision, questioning and the resolutions of the National Assembly on thematic supervision, questioning from the beginning of the 15th term until the end of the 4th meeting.

* From 8:00 to 9:20 a.m.

The National Assembly of Vietnam held a plenary session at the main hall, listening to National Assembly Chairman Vuong Dinh Hue's opening remarks at the question-and-answer session. The Chairman clarified that this is the first time in the 15th term and the fourth time since the Law on Supervisory Activities of the National Assembly and People's Council 2015 came into effect, that the National Assembly has questioned members of the Government of Vietnam and sector heads regarding the implementation of resolutions from the 14th National Assembly and from the beginning of the 15th National Assembly to the end of the 4th meeting concerning specialized supervision and questions related to various fields. The scope of the questions is extensive, covering 21 fields that encompass significant issues reflecting all aspects of socio-economic life, which are of great concern to the people and voters. To improve the quality and efficiency of questioning, while ensuring comprehensiveness yet focusing on key areas for both the National Assembly deputies and those responding, the Standing Committee of the National Assembly has arranged the questions into 04 field groups: i) General economic fields: including issues related to planning and investment, finance, banking; ii) Sectoral economic fields: including issues related to industry and trade, agriculture and rural development, transportation, construction, natural resources and environment; iii) Internal affairs, judicial fields: including issues related to the judiciary, internal affairs, security, social order, inspection, courts, prosecution, and audit; iv) Cultural, social fields: including issues related to science and technology, education and training, culture, sports and tourism, health, labor, war invalids, and social affairs, information and communication.

Following the Chairman's opening speech, the National Assembly of Vietnam listened to: i) Deputy Prime Minister of Vietnam Tran Luu Quang, authorized by the Prime Minister of Vietnam, to present the Report on the implementation of several resolutions of the 14th National Assembly on specialized supervision and questions and the National Assembly resolutions on specialized supervision and questions from the beginning of the 15th term to the end of the 4th meeting; ii) Chief Justice of the Supreme People's Court Nguyen Hoa Binh to present the Report on the implementation of several resolutions of the 14th National Assembly on specialized supervision, questioning and the National Assembly resolutions on specialized supervision, questioning from the beginning of the 15th term to the end of the 4th meeting; iii) Procurator General of the Supreme People's Procuracy Le Minh Tri to present the Report on the implementation of several resolutions of the 14th National Assembly on specialized supervision, questioning and the National Assembly resolutions on specialized supervision, questioning from the beginning of the 15th term to the end of the 4th meeting; iv) State Auditor General Ngo Van Tuan to present the Report on the implementation of several resolutions of the 14th National Assembly on specialized supervision, questioning and the National Assembly resolutions on specialized supervision, questioning from the beginning of the 15th term to the end of the 4th meeting; v) Secretary General of the National Assembly and Chairman of the Office of the National Assembly Bui Van Cuong to present the consolidated report on the examination contents regarding the implementation of several resolutions of the 14th National Assembly on specialized supervision, questioning, and the National Assembly resolutions on specialized supervision, questioning from the beginning of the 15th term to the end of the 4th meeting.

* From 9:40 to 11:30 a.m. and from 2:00 to 2:40 p.m.

The National Assembly of Vietnam conducted questioning regarding the implementation of several resolutions of the 14th National Assembly and from the beginning of the 15th term to the end of the 4th meeting on specialized supervision, questioning in the fields of planning and investment, finance, and banking. Minister of Planning and Investment Nguyen Chi Dung; Minister of Finance Ho Duc Phoc; Governor of the State Bank of Vietnam Nguyen Thi Hong; Chairman of the National Assembly’s Finance and Budget Committee Le Quang Manh; Deputy Prime Minister of Vietnam Le Minh Khai participated in answering questions. In the questioning session, there were 22 deputies posing questions and 07 deputies engaging in debates, focusing on the following contents:

Regarding planning and investment: concerning the management and use of ODA capital; regular state budget funds and investment expenditures; issues of savings in public investment; solving difficulties in implementing the Public Investment Law; obstacles in planning work; the exploitation and use of rare earth; specific mechanisms in supporting certain policy beneficiaries in public investment.

Regarding finance: causes, responsibilities, and solutions to remedy the delays and improve the efficiency of tasks assigned by the National Assembly in Resolution No. 74/2022/QH15 on promoting the implementation of policies and laws on practicing thrift and combating wastefulness; real situation, causes of delays in handling land and buildings when reorganizing district and commune-level administrative units, with many administrative offices left vacant while many agencies still share workspaces; certain obstacles in managing public assets; allocating funds for Youth Union and Team movements; mandatory motor vehicle insurance issues; the problem of selling goods without financial invoices causing tax revenue loss for the state budget; implementation of equitization and state capital divestment in enterprises; loan policies for poor households in difficult areas.

Regarding banking: difficulties, obstacles, and solutions to accelerate the disbursement of credit packages for social housing development shortly; solutions to further accelerate cashless payments; causes and solutions to achieve the 14% credit growth target as set; roadmap for implementing credit management tasks as required in Resolution No. 62/2022/QH15 on questioning activities in the 3rd Session, 15th National Assembly; causes and solutions to combat black credit; difficulties and solutions for mobilizing credit capital; handling weak credit institutions; preferential credit policies for ethnic minority areas.

* From 2:40 to 5:00 p.m.

The National Assembly of Vietnam conducted questioning regarding the implementation of several resolutions of the 14th National Assembly and from the beginning of the 15th term to the end of the 4th meeting on specialized supervision, questioning in the fields of industry and trade; agriculture and rural development; transportation; construction; natural resources and environment. Minister of Industry and Trade Nguyen Hong Dien; Minister of Agriculture and Rural Development Le Minh Hoan; Minister of Transport Nguyen Van Thang; Minister of Construction Nguyen Thanh Nghi; Minister of Natural Resources and Environment Dang Quoc Khanh; Deputy Prime Minister of Vietnam Tran Hong Ha participated in answering questions. In the questioning session, there were 20 deputies posing questions and 7 deputies engaging in debates, focusing on the following contents:

Regarding industry and trade: investment in renewable energy development in Vietnam.

Regarding agriculture and rural development: delays in paying wages to forest protection contracted workers; issues of relocation for disaster prevention, resettlement; the organization and implementation of rural clean water programs.

Regarding transportation: responsibilities in proposing, implementing transport projects; regulations on maximum speed on highways; standards and technical regulations for highways; phased investments in highway projects; constructing rest stops on highways; delegation and decentralization in connecting essential works along national highways; mobilizing investment capital for aviation transport growth; causes, responsibilities and solutions of the Ministry of Transport regarding traffic accidents; implementing some railway investment projects; solving difficulties in public-private partnership investment projects in the transport sector; quality issues of traffic projects; solutions to solve problems with BOT projects.

Regarding construction: solutions to renovate and improve urban environment.

Regarding natural resources and environment: appropriate policies and mechanisms to address environmental pollution in the Bac Hung Hai irrigation system; developing the carbon credit market in Vietnam; causes and solutions for flash flood and landslide prevention; the Ministry of Natural Resources and Environment's responsibility for illegal mineral exploitation; solutions to address water pollution in Cau River.

On Tuesday, November 07, 2023, the National Assembly of Vietnam will dedicate the entire working day at the National Assembly Building of Vietnam to continue the questioning and answering questions from National Assembly deputies regarding the implementation of several resolutions of the 14th National Assembly on specialized supervision, questioning, and the National Assembly’s resolutions on specialized supervision, questioning from the beginning of the 15th term to the end of the 4th meeting./.
