On December 17, 2020, the Ministry of Information and Communications issued Circular 21/2012/TT-BTTTT regulating the activities of Vietnam Post Corporation in international postal organizations.

According to Article 7 of Circular 21/2012/TT-BTTTT, the Vietnam Post, when participating in activities within international postal organizations, has the following duties and powers:
- Comply with the regulations and requirements regarding postal operations for designated enterprises in international postal treaties.
- Comply with the provisions of Vietnamese law on participation in activities within international organizations and the provision of international postal services.
- Regarding the provision of international postal services within the framework of international postal treaties:
- Develop, maintain, manage, and operate the international postal network to ensure the provision of international postal services in accordance with the international postal treaties and Vietnamese postal law;
- Prepare the infrastructure and necessary conditions to provide sustainable and efficient international postal services.
- Regarding participation in the Postal Operations Council and affiliated associations of international postal organizations:
- Participate in the Postal Operations Council as the officially designated enterprise of Vietnam;
- Proactively decide to join associations affiliated with international postal organizations;
- Actively participate in international cooperation activities, conferences, and seminars on postal matters;
- Take the lead in researching and preparing postal operational content related to issues of operations, business, technology, economics, and technical cooperation.
- Regarding the implementation of projects, technical cooperation programs, and sustainable development activities in the global and regional postal scope:
- Proactively decide to participate in projects, technical cooperation programs, and sustainable development activities in the global and regional postal scope;
- Take the lead in formulating plans, and preparing infrastructure, human resources, and finances;
- Organize and deploy the implementation of the projects and technical cooperation programs already approved.
