Procedures for inspection and issuance of Certificate for safety technique training on explosive precursors in 2025 in Vietnam

Article 14 of Decree 181/2024/ND-CP prescribes the procedures for inspection and issuance of Certificate for safety technique training on explosive precursors from January 1, 2025 in Vietnam as follows:

- The application for inspection and issuance of a Certificate for safety technique training on explosive precursors includes:

+ An application form according to Form No. 01 in the Appendix issued with Decree 181/2024/ND-CP;

+ A list of individuals proposed for inspection and issuance of safety technical training certificates according to Form No. 02 in the Appendix issued with Decree 181/2024/ND-CP;

+ Two photos (3x4 cm) of persons in the list proposed for inspection and issuance of safety technical training certificates for explosive precursor substances;

+ Detailed training materials specified at Point a, Clause 1, Article 13 of Decree 181/2024/ND-CP;

+ A copy of qualifications proving the compliance with the provisions at Clause 2, Article 13 of Decree 181/2024/ND-CP;

- Within 05 working days from the date of receipt of complete and valid dossiers, the authority stipulated in Article 11 of Decree 181/2024/ND-CP must notify the inspection plan to the requesting organization; in case the dossier is incomplete or invalid, within 02 working days from the date of receipt of the dossier, a written response with a clear explanation must be provided.

- Within 10 working days from the date of notification of the inspection plan, the authority stipulated in Article 11 of Decree 181/2024/ND-CP is responsible for organizing the inspection.

The content of the inspection must be consistent with the training content prescribed in Article 13 of Decree 181/2024/ND-CP. The Certificate for safety technique training on explosive precursors is issued to individuals who achieve a score of 6/10 points or higher.

- Within 03 working days from the date of completing the inspection, the authority stipulated in Article 11 of Decree 181/2024/ND-CP shall issue the Certificate for safety technique training on explosive precursors according to Form No. 03 in the Appendix issued with Decree 181/2024/ND-CP.

- Reissuance of the Certificate for safety technique training on explosive precursors

+ The Certificate for safety technique training on explosive precursors is reissued in cases of: Loss; damage; changes in information on the training certificate;

+ The reissued Certificate for safety technique training on explosive precursors shall have the same validity period as the previously issued certificate;

+ Application for reissuance: Application form for reissuance of the Certificate for safety technique training on explosive precursors according to Form No. 01 in the Appendix issued with Decree 181/2024/ND-CP; Two photos (3x4 cm) and the list of individuals proposed for the reissued training certificate for explosive precursor substances;

+ Within 03 working days from the date of receipt of a complete and valid dossier, the authority stipulated in Article 11 of Decree 181/2024/ND-CP shall reissue the Certificate for safety technique training on explosive precursors; in case the dossier is incomplete or invalid, within 02 working days from the date of receipt of the dossier, a written response with a clear explanation must be provided.

- The dossier stipulated at Clause 1, Point c, Clause 5, Article 14 of Decree 181/2024/ND-CP should be submitted on the National Public Service Portal, the Administrative Procedure Resolution System of the Ministry of Defense for organizations, enterprises under the training certification authority of the Ministry of Defense, the Administrative Procedure Resolution System of the province or centrally-run city where the organization, enterprise produces, trades, utilizes explosive precursor substances for organizations, enterprises under the training certification authority of the Department of Industry and Trade or sent via postal service or submitted directly at the competent authority specified in Article 11 of Decree 181/2024/ND-CP.

- The Certificate for safety technique training on explosive precursors is effective for a period of 02 years from the date of issuance and is valid nationwide.
