On January 2, 2025, the Prime Minister of Vietnam issued Decision 06/QD-TTg, approving the Scheme for building and managing the National Information System and Database on Planning.

The solutions for implementing the scheme for building and managing the National Information System and Database on Planning in Vietnam are as follows:

(1) Solutions for institutional, mechanism, and policy completion

+ Review the existing system of documents, summarize, assess inadequacies, limitations, and obstacles when deploying the national planning database system.

+ Study documents, actual situations, and domestic and international experiences in constructing legal documents to create a legal corridor for data collection, processing, synchronization, updating, management, operation, connection, sharing, and exploitation of the national planning database system.

(2) Solutions for the application of science and technology

+ Use GIS technology to build the national planning database system.

+ Apply advanced technologies and data science to build the national planning database system in accordance with the technological orientation of the Government of Vietnam with the following characteristics: centralized data management, the ability to integrate, store data from multiple sources and formats, the capability to provide data visualization tools, the ability to provide and interact with other systems through application programming interfaces, ensuring network information security.

+ Use the data sharing and coordination platform of the National Data Center, the national data integration and sharing platform, the ministerial and provincial-level data integration and sharing platforms to share planning information and data.

+ Develop common tools for ministries, central authorities, and local authorities to save investment costs, allowing flexible data management and exchange.

+ Prioritize investment in research and development projects, technology transfer for data exploitation, common applications for data mining and collection... such as developing predictive analysis models using planning data, constructing a centralized, unified database.

(3) Solutions for building information technology infrastructure

+ Build information technology infrastructure in line with the roadmap and strategy outlined in Resolution 175/NQ-CP dated October 30, 2023, by the Government of Vietnam approving the National Data Center Scheme.

+ Ensure information security following the guidance of the Ministry of Information and Communications and the security standards of the Government Encryption Committee, comply with the Government of Vietnam’s regulations on network information security.

(4) Solutions for coordination in the management, operation, connection, provision, sharing, exploitation, and use of the national planning database system

+ Strengthen collaboration between ministries, central authorities, and local authorities with the Ministry of Planning and Investment in the construction and management of data sources to implement the connection and integration of planning-related databases into the national planning database.

+ Interconnect and share data between ministries, central authorities, and local authorities according to regulations through the data sharing and coordination platform of the National Data Center, the national data integration and sharing platform, the ministerial and provincial-level data integration and sharing platforms via the application programming interface (API) of the national planning database system; provide account and key authentication to enhance data security, ensure the appropriate decentralization and access rights as necessary.

+ Based on the objectives and content of the Scheme and the guidance of the Ministry of Planning and Investment, ministries, central authorities, and localities shall supplement equipment and utilities according to the specific requirements of each unit.

+ Organize assessment and monitoring of the Scheme implementation situation in ministries, central authorities, and local authorities in accordance with the general guidance.

(5) Solutions for capacity building and awareness enhancement

- Capacity building

+ Develop content, plans for training, and professional development in planning, information technology, data science, GIS technology to meet the tasks of establishing, constructing, managing, maintaining, operating, and exploiting the national planning database system.

+ Develop guidelines, provide technical support, and training for all ministries, central authorities, and local authorities, organizations, and individuals participating in the Scheme.

+ Disseminate and expand lessons on Scheme implementation experiences.

- Awareness enhancement

+ Develop communication programs on mass media to promote the significance, importance, benefits of the Scheme, and the responsibilities of stakeholders in the process of implementing the Scheme.

+ Organize summary conferences, report results of the Scheme, and promote experience sharing between ministries, central authorities, and localities.

(6) Solutions for international cooperation and mobilization of business and expert participation

- International cooperation

+ Learn from foreign experiences through participation in international conferences and seminars related to the construction, management, operation, and exploitation of the national planning database system.

+ Cooperate with countries and international organizations in the work of building the national planning database system.

+ Utilize technological expertise and operational expertise on planning databases from international experts to participate in building regulations, standards, solutions selection, and project development for Scheme implementation.

- Mobilization of business and expert participation

+ Mobilize businesses, organizations, and individuals with sufficient capacity to participate in the development of utilities, common tools, service products that provide planning data, and other related content under the Scheme according to legal regulations.

+ Mobilize experts, consultancy organizations to participate in building mechanisms, policies, system design, planning, architectural model development, and other contents related to the construction and implementation of the Scheme.
