Vietnam: Objectives of planning for points of public telecommunications service

On June 21, 2013, the Ministry of Information and Communications of Vietnam issued Circular No. 14/2013/TT-BTTTT providing guidance on the formulation, approval and implementation of local planning for passive telecommunications infrastructure.

According to Circular No. 14/2013/TT-BTTTT of the Ministry of Information and Communications of Vietnam, 02 objectives of planning for points of public telecommunications service are as follows:

- Determine specific requirements for arrangement and construction of point of public telecommunications service (PPTS) so as to ensure their looking and safety as well as facilitate the provision and use of telecommunications services at local PPTS;

- Determine locations for establishing PPTS and scale of PPTS and estimated time to put such PPTS into use.

Circular No. 14/2013/TT-BTTTT also stipulates specific requirements when planning for points of public telecommunications service as follows:

- PPTS should be established at train stations, coach stations, sea ports, airports, border checkpoints, trade centers, remote communes, border communes and islands where households and individuals meet difficulty or are unable to access telecommunications network, and other public places where deemed suitable;

- PPTS must be built at places easily visible and convenient for service users, and designed in harmony with surrounding areas and scenery so as to ensure the beautiful looking of the city.

Contents of the planning (according to the Form No. 2 of the Appendix enclosed herewith):

- Location of PPTS;

- Type of PPTS: D1-type PPTS or D2-type PPTS;

- Telecommunications service provider;

- Scale of PPTS: land area, form of land use (land is allocated or leased, etc.), building area, usable floor area, height of PPTS;

- Estimated time to put PPTS into use or operation.
