On April 17, 2024, the Ministry of Labor - Invalids, and Social Affairs issued Decision 441/QD-BLDTBXH on the issuance of the overall program of the Ministry of Labor - Invalids, and Social Affairs on saving and anti-waste practices for 2024 in Vietnam.

The overall program of the Ministry of Labor - Invalids, and Social Affairs on saving and anti-waste practices in 2024 in Vietnam states the objectives, requirements, and key tasks for 2024 as follows:

(1) Objectives

The objective of saving and anti-waste practices in 2024 is to implement a synchronized, effective, and substantial approach to achieve the objectives, tasks, and solutions for saving and anti-waste practices in the areas under the management of the Ministry. It aims to make saving and anti-waste practices a priority and regular task for agencies, organizations, and units, in order to maximize the effectiveness of mobilizing and managing resources to achieve the goals and tasks of the Ministry of Labor - Invalids, and Social Affairs. It also aims to contribute to the stability of the economy and society, promote wage reform, enhance anti-corruption, anti-waste, and anti-misconduct, and create substantial changes in the awareness and actions of officials, public employees, and employees regarding saving and anti-waste practices.

(2) Requirements

- Saving and anti-waste practices must closely adhere to the objectives, tasks, targets, and solutions specified in the overall program on saving and anti-waste practices of the Ministry of Labor - Invalids, and Social Affairs for the period of 2021–2025.

- Saving and anti-waste practices must ensure comprehensiveness, with a focus on key areas. They should concentrate on the theme of 2024: "Strengthening discipline and regulations; effective management and utilization of state resources; administrative procedure reform, improving the investment environment, overcoming difficulties in production and business; addressing existing limitations and shortcomings identified through monitoring, inspection, examination, and auditing." This is in accordance with the guidance and directives of the Government, the Prime Minister, and the Ministry of Finance and other relevant authorities.

- Saving and anti-waste practices must be aligned with the completion of the targets and tasks assigned to the Ministry by the Government and the National Assembly for 2024, as specified in the annual work program of the Ministry of Labor - Invalids and Social Affairs, pursuant to Decision 90/QD-BLDTBXH dated January 19, 2024, issued by the Minister of Labor - Invalids and Social Affairs.

- The targets for saving and anti-waste practices in various areas must be quantified to the maximum extent possible, in line with the actual situation, ensuring substance and providing a basis for evaluation, inspection, and monitoring of the implementation results as prescribed.

- Saving and anti-waste practices must be conducted in a comprehensive manner, aligned with the management and utilization of budget funds, public assets; a streamlined organizational structure, effective and efficient operations, and downsizing; labor productivity, quality, and management effectiveness, as well as resource management and utilization. Inspection, examination, and monitoring activities and anti-corruption efforts, as well as administrative reform, must be strengthened.

(3) Key tasks

- Building and effectively implementing the Comprehensive Program of the Ministry of Labor - Invalids and Social Affairs on saving and anti-waste practices in 2024 is an important factor in creating resources to fulfill the tasks in the fields of the Ministry of Labor - Invalids and Social Affairs, ensuring social security, mobilizing, allocating, and using resources effectively to create a source for wage reform, ensuring macroeconomic stability, controlling inflation, ensuring the balance of the economy, enhancing anti-corruption, anti-waste, and anti-misconduct according to the Working Program in field of labor, meritorious persons, and society in 2024 of the Ministry of Labor - Invalids and Social Affairs issued together with Decision 90/QD-BLDTBXH on January 19, 2024 by the Minister of the Ministry of Labor - Invalids and Social Affairs.

- Overcoming limitations in directing and organizing the implementation of Resolution 74/2022/QH15 dated November 15, 2022 of the National Assembly and Resolution 53/NQ-CP dated April 14, 2023 of the Government; focusing on strictly implementing tasks, recommendations, and solutions to ensure the quality, progress, and requirements of the Resolutions.

- Strengthening the implementation of the Law on management and use of public property and document detailing the implementation of the Law; reviewing, improving, or issuing guidance on saving and anti-waste practices, management, and use of state assets, creating a consistent, unified, and convenient legal basis for organizing implementation for agencies, organizations, and units. Coordinating with relevant units in reviewing, amending, and supplementing the economic-technical norms in management areas that are missing, overlapping, or conflicting; amending the norms of state assets, public vehicles, fixed allowances, and budget allocations for the use of state assets; labor, staffing; and management and use of state assets.

- Tightening discipline, financial and budget discipline, complying with the state budget estimates in accordance with the provisions of the law, and creating changes in the activities of production, business, services, and careers. Mobilizing funds to implement wage reform according to Resolution 27-NQ/TW and Resolution 28 NQ/TW of the 7th Central Committee (12th term), regulations of the Government, the Prime Minister, and the Ministry of Finance. Adhering to the principles of transparency and requirements of saving and anti-waste practices according to Resolution 74/2022/QH15 dated November 15, 2022 of the National Assembly, Resolution 53/NQ-CP dated April 14, 2023 of the Government from the stage of task identification, ensuring the implementation of unified tasks from budget planning to allocation, management, and use of the state budget; close, thrifty, efficient management of state budget expenditure; minimizing unnecessary expenses; minimizing budget cancellation and carry-over to the following year.

- Strengthening the management and efficient use of public investment capital; resolutely implementing tasks, solutions for capital disbursement of public investment, funds for economic recovery and development, 03 national target programs assigned, determining this as one of the key political tasks, focusing on prioritizing in directing and managing in 2024, attached to the responsibility of the head of the unit; focusing on resolving difficulties and obstacles at the level that issued them, in case it exceeds the authority, reporting directly to the higher level. Strengthening coordination among agencies, organizations, and units to ensure effectiveness and substance in handling work.

- Strengthening the management and improving the efficiency of using state funds and implementing the plan to convert the Vocational Education Equipment One Member Limited Liability Company into a joint-stock company according to Decision 1479/QD-TTg dated November 29, 2022 of the Prime Minister approving the plan to restructure state-owned enterprises in the period 2022–2025 and Official Dispatch 1747/BLDTBXH-KHTC dated May 16, 2023 on the plan and roadmap for implementing the conversion of the Vocational Education Equipment One Member Limited Liability Company into a Joint Stock Company.

- Streamlining the organizational apparatus, with a focus on reviewing, completing, and streamlining internal units within administrative agencies and public service providers, identifying this as a fundamental task and solution to implement wage reform according to the resolution of the National Assembly.

- Enhancing the awareness of levels, sectors, officials, public employees, and employees in directing, managing, and organizing the implementation of targets and solutions for thrift practice and combating wastefulness. Strengthening propaganda and dissemination, as well as inspection and examination of saving and anti-waste practices, linked to timely reward and discipline mechanisms to create a clear shift in awareness and implementation in agencies, organizations, and units.

(4) Applicable entities: Departments, Institutes, Bureaus, General Departments, Offices, Inspectorates, public career units, state-owned enterprises, project management boards, and organizations under the Ministry of Labor - Invalids and Social Affairs (hereinafter referred to as "agencies, organizations, and units"); officials, public employees, and employees working in the agencies, organizations, and units.
