Regarding this matter, LawNet would like to answer as follows:
On April 26, 2024, the Ministry of Information and Communications issued Official Dispatch 1607/BTTTT-CATTT guiding the implementation of some key tasks on network information security in Vietnam in 2024.
To ensure consistency and uniformity from the central to local levels in terms of awareness and practical implementation, effectiveness in ensuring network information security in the activities of state agencies and organizations, and contribute to enhancing the security of the national cyberspace, the Ministry of Information and Communications respectfully requests the competent authorities to focus on implementing some key tasks on network information security in 2024 within their management scope as follows:
* Ensuring information system security by level
Ensuring information system security by level is the core spirit of the Law on Network Information Security and the legal corridor on network information security. At the same time, it is a characteristic and unique feature of Vietnam in the work of ensuring network information security, aiming to concentrate resources and solutions to ensure security according to the importance level of information and information systems in the context where resources for network information security are still difficult and limited.
Although the Law has regulated, the Prime Minister has directed, and the Ministry of Information and Communications has strongly urged this matter, according to statistics from the National Cybersecurity Department, only 2,265 out of 3,418 information systems of state agencies and organizations have been approved for the level proposal (reaching 69.2%). The approval rate for ministries and central authorities is 56%. The approval rate for localities is 70%. The rate of information systems fully implementing the approved plans for ensuring information system security by level nationwide is only about 20.9%.
The Government and the Prime Minister are very concerned and have given strong directions for ensuring information system security at all levels. The Prime Minister has issued Directive 09/CT-TTg on February 23, 2024, on compliance with legal regulations and strengthening the assurance of information system security by level, and Official Telegram 33/CD-TTg on April 7, 2024, on strengthening network information security. To implement the Prime Minister's Directive and Official Dispatch, the Ministry of Information and Communications respectfully requests the concerned authorities to guide and prioritize the following:
- Objectives
+ 100% of information systems within the management scope to be approved for the level proposal by no later than September 2024.
+ 100% of information systems within the management scope to fully implement the approved plans for ensuring information system security by level, by no later than December 2024.
- Solutions
+ The heads of organizations directly lead and prioritize resources to organize the implementation and deployment of ensuring information system security by level according to the Prime Minister's directions in Directive 09/CT-TTg and Official Telegram 33/CD-TTg.
+ Regularly and effectively use the Support Platform for managing information system security by level, which has been provided free of charge by the Ministry of Information and Communications, with instructions for use in Official Dispatch 2046/BTTTT-CATTT on June 1, 2023, and Official Dispatch 387/CATTT-ATHTTT on March 18, 2024.
+ Promote and effectively apply the Handbook on ensuring information system security by level, which was issued in Official Dispatch 478/CATTT-ATHTTT on March 30, 2024.
+ In 2024, the Ministry of Information and Communications will implement:
(1) Developing guidelines for ensuring information security at the ministry and provincial level;
(2) Continuing to train officials responsible for ensuring the security of information system operation units after having trained over 1,200 officials nationwide in 2023.
+ Provide information on the situation and results of implementation to the Ministry of Information and Communications (National Cybersecurity Department) through the Support Platform for ensuring information system security by level before the 20th of each month.
