This is the main content of Decree No. 97/2011/ND-CP stipulating inspectors and collaborating inspectors, which was issued on October 21, 2011 by the Government of Vietnam.

Inspectors must be exemplary in law abidance as stipulated in Decree 97/2011/ND-CP, specifically as follows:
1. Inspectors must be exemplary in law abidance, continuously striving to meet the required standards; lead a healthy lifestyle, and respect public living rules; have the responsibility to study and research to improve inspection skills and expertise.
2. During inspections, inspectors and inspection collaborators must perform tasks as assigned by the Head of the inspection team; comply with legal regulations and be accountable before the law for their assigned tasks; inspectors must also be accountable to the person who issued the inspection decision and to the head of the directly managing agency for their assigned tasks' execution.

Additionally, inspectors and inspection collaborators must not participate in inspection teams, conduct independent inspections, or must refuse to participate in inspection teams or conduct independent inspections if their spouse, children, parents, siblings, or the siblings of their spouse hold leadership or managerial positions in the agency or organization being inspected.
