Vietnam: Gene transfer event refers to the result of reintegrating target DNA

On October 02, 2020, the Government of Vietnam issued Decree No. 118/2020/NĐ-CP on amendments to Decree No. 69/2010/NĐ-CP dated June 21, 2020 of Vietnam’s Government on biosafety for genetically modified organisms, genetic specimens and products of genetically modified organisms.

According to Clause 1 Article 1 of Decree No. 118/2020/NĐ-CP of Vietnam’s Government supplementing Clause 6 Article 3 of Decree No. 69/2010/NĐ-CP, terms on biosafety for genetically modified organisms, genetic specimens and products of genetically modified organisms are specified as follows:

1. Biosafety certificate means a document issued by a competent state agency certifying that genetically modified organisms are safe for the environment and biodiversity and permitted to be released into the environment under specific conditions.

2. Product of genetically modified organism means a product wholly or partly containing constituents originating from genetically modified organisms, including genetic specimens of genetically modified organisms which cannot themselves create new individuals under natural conditions.

3. Donor organism means an organism which supplies a needed gene to be transmitted for creating a genetically modified organism.

4. Host organism means an organism which receives a transmitted gene for creating a genetically modified organism.

5. Biosafety means managerial measures to ensure safety for the environment, biodiversity and health of humans and domestic animals.

6. Gene transfer event refers to the result of reintegrating target DNA into a specific location in genome of a species to create a genetically modified organism bearing the target gen, including: single gene transfer event refers to the result of transferring a single gene which controls a desired characteristic and complex gene transfer refers to the result of transferring multiple genes which control one or multiple desired characteristics using genetic transfer technology.
