Recently, the Minister of Science and Technology of Vietnam has issued Circular No. 25/2014/TT-BKHCN regulating preparedness and responses to nuclear and radiological emergencies, formulation and approval for plans for responses to nuclear and radiological emergencies.
Circular No. 25/2014/TT-BKHCN of the Ministry of Science and Technology of Vietnam has specified principles and requirements for preparedness and emergency response activities.
Specifically, preparedness and emergency response activities should be in compliance with following principles:
- Intervention actions should ensure more good than harm;
- Manner, scope and time for application of intervention actions should be optimized to achieve maximum practical interests;
- Emergency plans should ensure that the responses are carried out in a timely manner, managed, controlled and coordinated comprehensively and effectively from grassroots, provincial and national levels;
- Assignments given to organizations and individuals involved in emergency responses should be clear and evident; instructions on emergency responses should ensure uniformity as stipulated in emergency plans approved by competent authorities.
Moreover, Circular No. 25/2014/TT-BKHCN also stipulates that emergency responses should meet following requirements:
- Capable of controlling emergencies;
- Prevent and minimize adverse consequences;
- Prevent likely occurrence of deterministic biological effects on responders and the public;
- Provide first aids;
- Minimize likely occurrence of stochastic biological effects on health of the public;
