Regarding this issue, LawNet would like to answer as follows:

On March 8, 2024, the Government issued Resolution 29/NQ-CP on the Action Plan for the implementation of Conclusion 61-KL/TW on continuing to implement Directive 13-CT/TW on strengthening the Party's leadership in forest management, protection, and development.

To add more subjects eligible for forest allocation and forest leasing in Vietnam

Specifically, in terms of improving laws, mechanisms, and policies on forestry, the Government has outlined the following implementation tasks:

- Reviewing and systematizing the Party's guidelines on forest management, protection, and sustainable development to ensure the requirements of forest management, protection, and development, and to maximize the potential and advantages of forests for socio-economic development, national defense, and security in the current period. Clearly defining the products, roadmap, and responsible agencies for drafting documents to institutionalize the Party's guidelines on forest management, protection, and sustainable development; developing a sustainable forestry economy in a multi-purpose and multi-value manner based on efficient management and utilization of forest resources and land planned for forestry.

- Reviewing and improving the provisions of forestry legislation, including adding more subjects eligible for​ forest allocation and forest leasing to ensure suitability and consistency with other relevant laws, particularly specifying appropriate and feasible forest categories to be allocated or leased to organizations, households, individuals, and local communities in areas with forests closely associated with history, culture, and beliefs; ensuring a policy balance between the rights and responsibilities of forest owners who are allocated or leased forests by the state, especially for households and individuals engaged in natural forest production.

- Improving specific, feasible mechanisms and policies for efficient management of special-use forests, protective forests, and production forests; creating incentives to attract the participation of the people and mobilize social resources for forest management, protection, and sustainable development; forest protection and development policies must be linked to stability and improvement of the livelihoods of ethnic minority communities and people living in forest areas; and adjusting forest protection levels and forest protection payments to suit reality.

- Continuing to improve policies to promote the development and effective implementation of forest environmental services, especially carbon sequestration and storage services.

- Developing policies and implementing programs to support vocational training, livelihood creation, employment, social security, and income improvement for people in forests, forest protectors, and workers in the forestry production and processing sector.

- Establishing principles, criteria, standards, and mechanisms for regulating and allocating state budget resources to ensure balanced benefits and responsibilities for localities managing large forest areas, especially natural forests, to be completed by 2025 (the period of 2023–2024, in accordance with Resolution 01/2021/UBTVQH15 of the National Assembly Standing Committee).

- Developing credit policies for forestry development; policies to promote the formation of large, modern forestry enterprises with sufficient capital, technology, management capacity, and the ability to produce high-quality products, build strong brands, and participate deeply in the global value chain; mechanisms and policies to ensure necessary conditions for the operations of forest rangers and forest protection forces; specific policies to attract and retain laborers working in the forestry sector.

- Researching and strengthening sanctions and simplifying litigation procedures to promptly and strictly handle violations of forestry laws.
