On November 09, 2018, the Government of Vietnam issued Resolution No. 140/NQ-CP, which specifically outlines the situation of issuing documents to reduce business conditions by the Government of Vietnam.
Resolution 140 specifically addresses the situation regarding the issuance of detailed regulation documents; the situation of issuing documents related to the reduction of business conditions and specialized inspection procedures; and the results of the inspection conducted by the Prime Minister's Task Force in October 2018 as follows:
Regarding the situation of issuing detailed regulation documents:
- Ministries and ministerial-level agencies have been actively performing and completing the assigned tasks and projects according to the work program, ensuring progress and quality. They are urgently finalizing to submit to the Government of Vietnam, the Prime Minister of the Government of Vietnam for issuance or issuance under authority detailed regulation documents, especially the outstanding documents and detailed regulation documents of laws and ordinances effective from January 1, 2019, ensuring they come into force at the same time as the laws and ordinances, and preventing new outstanding documents.- The Ministry of Justice in close coordination with the Office of the Government of Vietnam monitors, follows up, and inspects the formulation and issuance of detailed regulation documents; promptly advises the Government of Vietnam, the Prime Minister of the Government of Vietnam on solutions to resolve difficulties, accelerating the drafting and issuance of the documents.
Regarding the situation of issuing documents reducing business conditions and specialized inspection procedures:
- Ministries and specialized management agencies are focused on finalizing, submitting to the Government of Vietnam for issuance, or issuing under authority documents to reform specialized inspection activities and simplify and reduce business conditions. Simultaneously, they assess and identify the economic effectiveness of implementing the reductions and simplifications of procedures, the list of specialized inspection goods, and business investment conditions under the managed sectors; submit reports to the Office of the Government of Vietnam before November 20, 2018, and publicly post on the ministry or agency's electronic information portal. The Office of the Government of Vietnam is tasked with compiling and reporting at the regular Government of Vietnam meeting in November 2018.
Regarding the inspection results of the Task Force:
- The Ministry of Labor - Invalids and Social Affairs chairs and cooperates with the Ministry of Finance, the Ministry of Justice, and relevant ministries and agencies to report to the Government of Vietnam the solution plan regarding the interests of workers in companies that have ceased operations, dissolved, went bankrupt, or where the owners have fled.- The Ministry of Information and Communications is urgently completing, and submitting to the Government of Vietnam and the Prime Minister of the Government of Vietnam, the draft Decree to replace Decree 102/2009/ND-CP and the draft Decision to replace Decision 80/2014/QD-TTg to address difficulties in information technology investment and promote the deployment of e-Government.- Vietnam Social Security is urgently developing and submitting to the Prime Minister of the Government of Vietnam: the Scheme “Renovation and rearrangement of the organizational structure of Vietnam Social Security towards improving quality, efficient and effective operation"; the draft Decision on the issuance, management, and use of electronic health insurance cards.
