The content is stipulated in Circular 03/2016/TT-BQP issued by the Ministry of National Defense on January 12, 2016, specifying the regulations on the National Mine Action Center.
The working relationship of the National Mine Action Center with other agencies is stipulated in Circular 03 as follows:
- The relationship of the Vietnam National Mine Action Center with the Prime Minister of the Government of Vietnam – Head of Steering Committee 504 – is a relationship of subordination to leadership and direction.- The relationship of the Vietnam National Mine Action Center with the Minister of National Defense and Head of the Standing Agency of Steering Committee 504 is a relationship of subordination to leadership, direction, and command.- The relationship of the Vietnam National Mine Action Center with the Commander of the Engineering Corps is a relationship of subordination to command and direction regarding military administration.- The relationship of the Vietnam National Mine Action Center with agencies and units within the military is a relationship of coordination and cooperation and is subject to the direction, guidance, and inspection concerning professional duties according to the assigned functions and tasks.- The relationship of the Vietnam National Mine Action Center with Ministries, equivalent agencies, and agencies under the Government of Vietnam is a relationship subject to direction and guidance concerning professional duties; coordinated cooperation to implement post-war mine action and other tasks according to the assigned functions and tasks of the Ministry, agency, or field.- The relationship of the Vietnam National Mine Action Center with localities, domestic, and international organizations is a relationship of coordinated cooperation to implement post-war mine action activities.
