On December 24, 2023, the Prime Minister issued Official Telegram 1404/CD-TTg on proactively preventing and combating severe and prolonged cold weather.
To proactively respond to severe and harmful colds, protect people's health, and limit damage to agricultural production to a minimum; Protect people's health and livelihoods, ensure essential food sources to serve market needs at the end of the year and Lunar New Year, the Prime Minister requests the Chairmen of the People's Committees of provinces and centrally run cities, especially the Northern mountainous and midland provinces and the North Central region, and the National Steering Committee for Natural Disaster Prevention and Control, The Ministry of Agriculture and Rural Development, the Ministry of Health, the Ministry of Education and Training and relevant ministries and branches organize to closely monitor weather developments, proactively direct, implement measures to respond to severe and harmful cold, focusing on the following specific tasks:
(1) Presidents of People's Committees of provinces and centrally run cities:
- Actively propagate and guide people to take anti-cold measures, ensuring people's health and safety (Do not use coal stoves for heating in closed rooms to avoid unfortunate incidents causing human damage); Fire and explosion prevention when heating; Pay special attention to preventing cold and other harsh weather events for the elderly, children, and vulnerable people.
Based on the specific weather situation in the locality, proactively let students leave school according to the regulations of the Ministry of Education and Training.
- Focus on directing and organizing the synchronous implementation of measures to prevent and combat hunger, cold, and epidemics for crops, livestock, and aquatic products to minimize damage to agricultural production. Absolutely do not be subjective or negligent; promptly organize working groups at the grassroots, especially highland communes, to directly propagate, guide, inspect, and urge cold prevention and control work for people, crops, and livestock; Propagate, mobilize, and disseminate to people safe and effective methods and skills to prevent and fight the cold, especially for the elderly, people with underlying diseases, children, etc.
Households that graze livestock in the forest must move the livestock to stables or to sheltered places with adequate conditions to ensure the livestock can avoid the cold; Do not graze or allow buffaloes and cows to work when a severe or harmful cold occurs; Applying a late-grazing, early-coming-home regime. At the same time, mobilize people to proactively store and preserve green forage as well as concentrate food for livestock, ensuring enough food for livestock in the Winter-Spring crop.
- Proactively allocate the local budget, the Natural Disaster Prevention and Control Fund, and on-site resources to promptly serve the work of preventing and fighting hunger, colds, and epidemics for livestock, aquatic products, and crops; timely support of materials and funds for poor households, ethnic minority households, and policy families to reinforce and cover barns, seed ponds, seedling gardens, especially spring seedlings, and buy concentrates; feed livestock with grass, fertilizer, and biological products; and increase cold resistance for plants.
- Be responsible to the Prime Minister if there is damage to people, crops, or livestock due to being subjective, negligent, and not fully and promptly implementing measures to prevent and combat hunger. , cold (especially severe cold, harmful cold), and diseases for people, crops, and livestock in the area.
(2) The Ministry of Education and Training has instructions for educational and training establishments on students' absence from school when there is a severe cold, a harmful cold, or other unusual developments due to the cold.
(3) The Ministry of Agriculture and Rural Development focuses on directing and closely monitoring weather developments and guiding localities to implement cold and disease prevention work for livestock, poultry, aquatic products, and crops; develop and guide production plans for the Winter - Spring crop; and develop crop structures appropriate to weather conditions.
(4) The Ministry of Health coordinates with information and communication agencies to disseminate knowledge, guide, and recommend that people take effective cold prevention and control measures, ensure health safety, and avoid the risk of gas poisoning when burning coal and firewood for heating in closed rooms; direct the grassroots medical force to ensure necessary medicines; and organize medical examination and treatment for people.
