On December 27, 2012, the State Bank issued Circular 34/2012/TT-NHNN regulating the development and maintenance of banking software operations of the State of Vietnam.

Article 10 of Circular 34/2012/TT-NHNN stipulates that the unit in charge of operations is responsible for organizing the preparation of user requirement documents (according to Form 03/PTBTPM). The unit in charge of information technology is responsible for supporting the unit in charge of operations in preparing user requirement documents to ensure the form, structure, and content. The head of the unit in charge of operations submits the user requirement documents to the Deputy Governor in charge for approval and transfers the approved user requirement documents to the unit in charge of information technology.
Within 10 working days from the date of receiving the approved user requirement documents, the unit in charge of information technology prepares a report proposing the method of developing the operations software and submits it to the Deputy Governor in charge of information technology for approval.
In case of a need to add or amend the approved user requirement documents, the unit in charge of operations sends the request for addition or amendment, approved by the Deputy Governor in charge, to the unit in charge of information technology. The unit in charge of information technology evaluates the impact of the addition or amendment request on the software development, proposes a handling plan, and submits it to the Deputy Governor in charge of information technology for approval.
Note: The unit in charge of information technology is responsible for managing and using the approved user requirement documents according to the confidentiality level requested by the unit in charge of operations.
