The Central Propaganda Department has provided guidance on the propaganda on responding to climate change in Vietnam according to Conclusion 81-KL/TW dated June 4, 2024.

On August 19, 2024, the Central Propaganda and Training Commission issued Guideline 165-HD/BTGTW for spreading, disseminating, and thoroughly communicating Conclusion 81-KL/TW on continuing the implementation of the 7th Central Committee Resolution (term XI) on proactively responding to climate change, enhancing resource management, and protecting the environment in Vietnam.
On June 4, 2024, the Politburo issued Conclusion 81-KL/TW on continuing the implementation of the 7th Central Resolution term XI on proactively responding to climate change, enhancing resource management, and environmental protection (Conclusion 81-KL/TW), the Central Propaganda and Training Commission guides the communication, dissemination, and thorough implementation of this Conclusion as follows:
(1) Objectives and Requirements
- Raise awareness, responsibility, create strong transformations in the mindset and actions of party committees, party organizations, authorities, unions, officials, party members, and the entire society, especially leaders and managerial officials at all levels, contributing to effectively implementing Conclusion 81-KL/TW and the Communist Party's policies and State laws on proactively responding to climate change, enhancing resource management, and protecting the environment.
- Assist party committees, party organizations, authorities, the Vietnam Fatherland Front, and social-political organizations in organizing communication, dissemination, and thorough implementation of Resolution 24-NQ/TW of the Central Executive Committee term XI, Conclusion 56-KL/TW of the Politburo term XII, and Conclusion 81-KL/TW promptly, practically, and effectively.
- The communication work needs to be conducted regularly, comprehensively, with focus and emphasis, in diverse forms; the content of the communication must be complete, updated, highlighting consistent viewpoints of Resolution 24-NQ/TW, Conclusion 56-KL/TW, and clearly reflecting new points in Conclusion 81-KL/TW; integrate with the Party’s leadership and State’s policies and laws. Local areas, units should base their campaigns on actual conditions to develop content and forms of communication suitable for each subject and locality.
(2) Content of Communication, Dissemination, and Thorough Implementation
- The Party's policy, the State's laws; the significance, role, and importance of proactive climate change response work, disaster prevention, efficient and effective resource management and use, environmental protection in line with the trend of green transformation, green economy development, low carbon economy, circular economy, ecosystem restoration, aiming to achieve sustainable development goals and carbon neutrality; vigorously promoting digital transformation, innovation, and the application of the achievements of the Fourth Industrial Revolution; accentuating the central role and subjectivity of the people and enterprises.
Regard climate change adaptation and the implementation of net zero emissions as challenges and opportunities for sustainable development, contributing to building and developing an independent, self-reliant economy, with proactive and substantive international integration.
- Objectives, tasks, and solutions of Resolution 24-NQ/TW; four groups of tasks and solutions of Conclusion 56-KL/TW and the main contents of Conclusion 81-KL/TW, including:
(1) Completing and effectively implementing related policies and legal systems on climate change response, disaster prevention, efficient and effective resource use, and environmental protection;
(2) Promoting green transformation, circular economy, energy transition; addressing risks of resource depletion, environmental pollution, and ecosystem degradation;
(3) Developing and implementing greenhouse gas emission reduction plans for each sector, field; establishing and effectively operating the carbon market;
(4) Building information systems, digital transformation in water resource coordination and distribution; effective exploitation and use, ensuring water security;
(5) Protecting and restoring natural ecosystems, especially forest ecosystems, wetlands, coral reefs, seaweed belts; strictly protecting endangered, precious, rare wildlife species prioritized for protection; efficiently managing biodiversity.
