Guidance on taking-over inspection of Investment of construction and installation for self-produced, self-consumed rooftop solar power in Vietnam is specified in Decree 135/2024/ND-CP.

On October 22, 2024, the Government of Vietnam promulgated Decree 135/2024/ND-CP stipulating mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power.
According to the provisions in Article 17 of Decree 135/2024/ND-CP, the acceptance of investment, construction, and installation for self-produced and self-consumed rooftop solar power is conducted as follows:
- For households, individual residences:
+ Conduct installation acceptance according to the guidance of the local state construction management agency;
+ Implement electricity safety, construction, fire prevention, fire fighting, and environmental procedures before putting the self-produced and self-consumed rooftop solar power into operation and use.
- For other organizations and individuals:
+ Conduct investment and construction acceptance according to the guidance of the local state management agency for construction, environment, fire prevention and fighting, and electricity before putting the self-produced and self-consumed rooftop solar power into operation and use, ensuring the quality of electrical energy as per current legal regulations;
+ In case organizations or individuals sell excess electricity to the national grid, carry out the procedure for obtaining an electricity operation license according to the provisions of Decree 135/2024/ND-CP and electricity law.
- Acceptance of the metering system and remote data collection, local monitoring and control system, and information connection with the collection, monitoring, and control system of the distribution dispatching level for self-produced and self-consumed rooftop solar power connected to the national grid:
+ For self-produced and self-consumed rooftop solar power with an installed capacity below 100 kW and selling excess electricity to the national grid, the power unit coordinates and accepts the metering system and connects with the power purchaser's remote data collection system;
+ For self-produced and self-consumed rooftop solar power with an installed capacity of 100 kW or more, the power unit coordinates the acceptance of the metering system and remote data collection, local monitoring and control system, and connects information with the collection, monitoring, and control system of the distribution dispatching level.
- The investor conducts the acceptance of the installation of equipment preventing reverse power to the national grid. The power unit coordinates, checks, and accepts the equipment preventing reverse power into the national grid.
Organizations and individuals before installing self-produced and self-consumed rooftop solar power not connected to the national grid must:
- Notify the Department of Industry and Trade and local power units about the installed capacity and execution location.
- Notify the local construction and fire prevention agencies for management, monitoring, and guidance according to legal regulations. (According to Article 6 of Decree 135/2024/ND-CP)
