Technical Regulations on Imported Glass Scrap

September 14, 2018, the Ministry of Natural Resources and Environment issued Circular 09/2018/TT-BTNMT specifying technical standards for imported glass scrap. To be specific::

Glass scrap permitted for import includes:

- Glass scrap in various shapes and sizes with HS codes belonging to the List of Scrap Permitted for Importation for Use as Production Materials issued by the Prime Minister of the Government of Vietnam.- Glass scrap of the following origin and background: defective products from glass melting processes or glass product manufacturing; selected and recovered from used glass products but cleansed of oil, grease, chemicals, food residues.

Specifically, the following types of glass scrap are not permitted for import:

- Glass originating from TV screens, computer monitors, and different kinds of light bulbs.- Glass originating from medical equipment.

Circular 09 specifies impurities not allowed to be mixed in imported glass scrap, including:

- Chemicals, flammable substances, explosive substances, hazardous medical waste.- Materials containing or contaminated with radioactive substances beyond the exemption levels specified in QCVN 05:2010/BKHCN - National Technical Regulation on Radiation Safety - exemption from reporting and licensing issued with Circular No. 15/2010/TT-BKHCN dated September 14, 2010, by the Minister of Science and Technology.- Hazardous impurities.

The following undesirable impurities are permitted in imported glass scrap, including:

- Adhered impurities such as dust, soil, sand.- Coating paint on the glass surface.- Other residual impurities that are not glass but are adhered to or detached from the imported glass scrap. In each shipment, the total weight of such impurities does not exceed 2% of the shipment's weight.
