This is a notable regulation newly issued in Circular 158/2019/TT-BQP stipulating the National Technical Regulation QCVN 08:2019/BQP concerning the disposal of anti-personnel grenades, explosive projectiles, explosive anti-personnel projectiles, and explosive demolition projectiles.
After disposing of fragmentation grenades and explosive projectiles, the individuals and units must perform the tasks detailed in Circular 158/2019/TT-BQP as follows:
Illustration (source: internet)
- For a period of 30 minutes from the time the explosion sound is heard from the disposal pits, the commander is permitted to leave the shelter to inspect the disposal site.- In the event that no explosion sound is heard after ignition, after 15 minutes from ignition, the commander leaves the shelter to observe, then checks and determines the cause of the failure to explode. Before checking, the electric wires must be disconnected from the ignition device, the two ends of the electric wires should be short-circuited, and the power source key should be removed and stored (if using an electric detonator for ignition). Other forces must remain in the shelter and can only leave the shelter upon the commander's order.- If the cause of the failure to explode is due to pyro devices (detonators, ignition caps), they must be replaced with other pyro devices and implemented according to the plan and technology process approved by the competent authority.
For unexploded ordnance:
- Use flag markers placed 10 cm to 15 cm from the position of the unexploded ordnance;
- For types of ordnance without fuzes, organize to collect and dispose of them again;
- For types of ordnance with fuzes that have been flung out after unsuccessful disposal in the disposal pit, organize on-site disposal according to 2.3.5.1.3 and the technology process approved by the competent authority.
NOTE: The specifications for flag markers are according to the model in Figure A4, Appendix A, QCVN 02:2016/BQP.
In case the amount of ordnance is not fully disposed of within the day, it must be temporarily stored in a bunker to await disposal and security measures must be organized to ensure safety.
At the end of the disposal session: The unit performing the disposal must thoroughly inspect the disposal area to ensure no ordnance remains after the disposal process: collect all remaining items after the disposal session; level and restore the site and hand over the disposal area.
More details can be found in Circular 158/2019/TT-BQP which is effective from December 9, 2019.
