On April 15, 2024, the Department of Dyke and natural disaster management issued Decision 86/QD-DD-VP on the functions, tasks, powers, and organizational structure of the Disaster Management Policy and Technology Center.

The tasks and powers of the Disaster Management Policy and Technology Center in Vietnam (latest)

(1) Implement tasks serving state management and public service:

- Developing and implementing strategies, programs, projects, long-term, medium-term, and annual development plans as assigned by the Director of the Department.

- Developing legislative documents, regulations, technical standards, economic-technical norms, technical procedures, professional guidance materials, and business operations regarding dyke management and natural disaster management under the Department.

- Conducting basic investigations, monitoring, data collection, and evaluation of the current situation to serve the work of dyke management and natural disaster management.

- Building, managing, and exploiting information, databases, and statistics to serve dyke and natural disaster management, climate change adaptation, and sea-level rise.

- Applying information technology, remote sensing technology, digital technology, simulation technology, and digital transformation activities in the fields of dyke management and natural disaster management.

- Managing and operating the natural disaster monitoring system and software to serve the direction and operation of dyke management and natural disaster management.

- Developing and implementing plans for comprehensive flood management in river basins; plans for strong storm and super typhoon prevention and control; plans for flash floods, landslides, plans for erosion control due to floods or currents, coastal erosion; develop plans to respond to dam, lake, and dike break incidents, forest fires, storms, low pressure systems, floods, flash floods, landslides, and other types of disasters; develop contingency plans for disasters, strong storms, and super typhoons; emergency response plans in case of floods exceeding design frequency; develop scenarios, participate in organizing training, exercises, and skills in disaster prevention and control.

- Inspecting construction; assessing the quality and safety of dyke management and natural disaster management.

- Conducting research, developing policies, and conducting scientific research; implementing scientific projects, testing new models, materials, transferring new technologies and scientific and technological advances, environmental protection, climate change adaptation in the field of dyke and natural disaster management.

- Organizing training, professional development, propaganda, and communication on dyke and natural disaster management, climate change adaptation, and sea-level rise.

- Developing and implementing programs, projects to enhance community awareness and disaster risk management based on the community.

- Cooperating, sharing information, data, and experiences in the fields of dyke management and natural disaster management.

- Implementing other tasks as prescribed by law and assigned by the Director of the Department.

(2) Implementing service activities:

- Researching policies, science and technology, and international cooperation:

Researching, constructing, analyzing, evaluating, proposing, reviewing, and criticizing strategies, mechanisms, policies, planning, plans, programs, and projects in the fields of dyke and natural disaster management, environmental protection, adaptation to climate change, and rising sea levels;

Implementing, reviewing, and criticizing scientific topics, projects; researching, testing new models, materials, transferring new technologies, scientific and technical advancements, and monitoring equipment for data collection, monitoring, and warning in the fields of dyke and natural disaster management, environmental protection, adaptation to climate change, and rising sea levels;

Researching, proposing solutions for infrastructure and non-infrastructure projects in the fields of dyke and natural disaster management, environmental protection, adaptation to climate change, and rising sea levels;

Developing natural disaster management plans, plans to deal with different types of natural disasters; conducting mock exercises to respond to natural disasters; operating reservoirs, interconnected reservoirs, and related structures for natural disaster management; constructing dyke control maps, flood maps, and other types of maps for dyke and natural disaster management, environmental protection, adaptation to climate change, rising sea levels;

- Constructing and implementing plans for integrated river basin flood management; plans for dealing with strong storms, super typhoons; plans for dealing with flash floods, landslides, plans for preventing riverbank erosion caused by floods or currents, coastal erosion; developing plans to respond to dam, lake, dike, forest fire, storm, depression, floods, flash floods, landslides, and other types of natural disasters; developing emergency response plans in case of floods exceeding the design frequency;

- In terms of training and professional development:

Analyzing capacity and training needs; developing training programs, plans, and projects for professional development and training in the fields of dyke and natural disaster management, environmental protection, adaptation to climate change, and rising sea levels;

Developing and producing training materials, documents, and publications for professional development and training, dissemination, and communication in the fields of dyke and natural disaster management, environmental protection, adaptation to climate change, and rising sea levels;

Developing content, programs, organizing training, professional development, and events, information activities, communication in the field of  dyke and natural disaster management, environmental protection, adaptation to climate change, rising sea levels; developing scenarios, organizing training, exercises for natural disaster management skills;

Researching, developing, and applying models and methods in training and professional development in the fields of dyke and natural disaster management, environmental protection, adaptation to climate change, and rising sea levels;

- In terms of information, data, and statistics:

Investigating, surveying, collecting, digitizing, constructing, managing, and exploiting information systems and databases; applying remote sensing technology, simulating models of various types of natural disasters in the fields of dyke and natural disaster management, environmental protection, adaptation to climate change, rising sea levels;

Reviewing, preparing projects, technical design documents, estimates, and implementing programs; projects on building information systems, databases, and software in the fields of dyke and natural disaster management, environmental protection, adaptation to climate change, and rising sea levels;

Training: applying information technology, remote sensing, digital transformation; managing, using information systems, databases, software, and specialized equipment for dyke and natural disaster management, environmental protection, adaptation to climate change, rising sea levels;

Providing services: monitoring, surveillance, warning of natural disasters, data management, digital transformation in the field of dyke and natural disaster management, environmental protection, adaptation to climate change, rising sea levels.

- Planning for disaster management and prevention of floods, river and coastal erosion, works for disaster management and adaptation to climate change and sea level rise.

- Assessing environmental impacts of dyke and disaster management projects, technical infrastructure, and related fields.

- Providing investment consulting for construction projects:

Reviewing investment proposals, feasibility studies, economic-technical reports, design and construction estimates for dykes, embankments, drainage systems, riverbank protection works, river regulation, flood drainage systems, coastal protection works, island protection works, flood diversion and regulation systems, storm shelter areas for boats and combined evacuation houses, natural disaster warning works, disaster management works, and related technical infrastructure (bridges, ports, roads, etc.).

Monitoring construction activities in the fields of dyke and disaster management, environmental protection, climate change and sea level rise adaptation.

- Surveying, collecting data on topography, geology, hydrology, oceanography, mapping, and mathematical modeling in the fields of dyke and disaster management, environmental protection, climate change and sea level rise adaptation.

- Project management, bidding consulting, project evaluation, and supervision in the fields of dyke and disaster management, environmental protection, climate change and sea level rise adaptation.

- Material testing and construction certification: 

Geotechnical testing, construction materials, materials for the production of tools and equipment for dyke and disaster management, and the Certificate Standard for goods and construction materials.

Inspection, appraisal, quality assessment, safety assessment of works and causes of incidents in accordance with state regulations for dyke and disaster management works, and other related fields.

Testing and verification of products of research topics, scientific and technological applications in the fields of dyke and disaster prevention, environmental protection, climate change and sea level rise adaptation.

- Legal inspection to serve inspection and examination work according to the request and appointment of competent state management agencies.

(3) Cooperating, forming partnerships, and linking to implement domestic and international consulting services in the fields of dyke and disaster management, environmental protection, climate change and sea level rise adaptation.

(4) Participating in the preparation, management, and implementation of programs, projects, and plans in the field of dyke and disaster management.

(5) Participating in and supporting the implementation of tasks of the National Steering Committee for disaster management, the Standing Office of the National Steering Committee for Disaster management, Search and Rescue, and Civil Defense of the Ministry of Agriculture and Rural Development as assigned by the Director.

(6) Implementing administrative reform, anti-corruption work, practicing thrift, and combating wastefulness within the scope of the Center's management.

(7) Managing finance, assets, and other allocated resources; implementing accounting and financial regimes in accordance with the law for public service providers.

(8) Managing organizational structure, public employees, and employees in accordance with the law and the delegation and decentralization of the Director. Implementing regimes, policies, emulation, commendation, discipline, training, and professional development for public employees and employees under the management authority of the Center as prescribed.

(9) Implementing other tasks assigned by the Director.
