Recently, the Ministry of Information and Communications of Vietnam issued Circular 02/2007/TT-BTTTT providing guidance on the implementation of regulations on tariff management for postal and telecommunications services.

According to Circular 02/2007/TT-BTTTT, when creating or adjusting service rates within the list of rate registration, enterprises must prepare a rate registration dossier and send it to the Ministry of Information and Communications of Vietnam. The rate registration dossier includes:
- An Official Dispatch signed and stamped by the head of the enterprise, clearly describing the service content, service name, projected date for applying the new rate, etc.;
- The basis, method, and explanation for calculating the service cost; specific plan for adjusting service rates;
- An assessment of the impact and effect of the service rate adjustment on the corresponding service market or related services;
- A draft decision on issuing the service rate by the enterprise.
The rate registration dossier must be sent to the Ministry of Information and Communications of Vietnam at least 10 working days before the proposed date the enterprise intends to issue the new rate. Within 05 working days from the receipt of the complete rate registration dossier from the enterprise, the Ministry of Information and Communications of Vietnam will issue a written notification of acceptance or rejection of the rate registration dossier (stating reasons in case of rejection):
- If the enterprise's rate registration dossier is accepted by the Ministry, the enterprise will independently issue the rate decision within the range of rates registered with the Ministry of Information and Communications of Vietnam;
- If the enterprise's rate registration dossier is not accepted by the Ministry, the enterprise will continue to apply the existing rate and re-register the rate as required if necessary.
