On January 18, 2023, the Ministry of Health issued Decision 130/QD-BYT stipulating the standard and format of output data for the management, assessment, payment of medical examination and treatment expenses, and settlement of related regimes in Vietnam.
The table of output data indicators serving the management, assessment, and payment of medical examination and treatment expenses includes:
- Table of data on the state of medical examination and treatment (Check-in table);
- Table 1: General criteria for medical examination and treatment;
- Table 2: Detailed drug criteria;
- Table 3: Details of technical services and medical supplies;
- Table 4: Detailed criteria of paraclinical services;
- Table 5: Detailed criteria of clinical development;
- Table 6: Criteria for medical records of HIV/AIDS care and treatment;
- Table 7: Indicators of hospital discharge paper data;
- Table 8: Criteria for summary data of medical records;
- Table 9: Criteria of birth certificate data;
- Table 10: Data criteria for the certificate of maternity leave;
- Table 11: Data criteria for the certificate of leave enjoying social insurance;
- Table 12: Indicators of medical assessment data.
The information in the tables specified in this article uses the Unicode 8-bit (UTF-8) font codec, and the description is in the XML format (eXtensible Markup Language). Details of the data indicators in each table are specified in the Annexes issued together with Decision 130/QD-BYT.
Purpose and scope of application The table of output data for the management, assessment, and payment of medical examination and treatment expenses is as follows:
- Table of data indicators on medical examination and treatment status (Check-in table): Used by medical examination and treatment establishments to provide information for the notification of the patient's medical examination and treatment status on the Data Receipt Portal of the health insurance assessment information system of the social insurance agency.
- Table 1, Table 2, Table 3, Table 4 and Table 5: Used by medical examination and treatment establishments to provide all detailed electronic information and data on medical examination and treatment of patients to the Social Insurance Agency to serve the management, assessment, payment, and settlement of medical examination and treatment expenses covered by health insurance.
- Table 6: Used by medical examination and treatment establishments, relevant agencies, and units to manage and treat HIV-infected people according to the provisions of Circular 28/2018/TT-BYT on management and treatment of HIV patients and people exposed to HIV at health facilities.
- Table 7, Table 8, Table 9, Table 10 and Table 11: Used by medical examination and treatment establishments, related agencies, and units to create documents to settle social insurance regimes in accordance with Circular 56/2017/TT-BYT and Circular 18/2022/TT-BYT.
- Table 12: Used by medical assessment establishments, relevant agencies, and units to serve the medical assessment in accordance with the provisions of Circular 52/2016/TT-BYT stipulating the duties, powers, working relationships, and activities of the Medical Assessment Council at all levels.
