In necessary cases, to create a source of cadres who are children of ethnic minorities in areas with especially difficult socio-economic conditions, the People's Committee of the province, centrally-governed city (hereinafter commonly referred to as the provincial People's Committee) may authorize the district-level PTDTNT school to offer high school education; the managing ministry may authorize an affiliated educational institution which trains high school students in the boarding school for ethnic minorities system to offer university preparatory courses.
