Circular 33/2017/TT-BTC regulates policies for the management of cash, valuable papers, and precious assets within the State Treasury system, issued on April 20, 2017. According to the provisions of this Circular, the following entities are authorized to enter the money vault of the State Treasury:
1. The Warehouse Management Board and warehouse staff shall perform the import and export of money and assets stored in the warehouse.
2. The General Director and Deputy General Director of the State Treasury shall inspect the State Treasury warehouses at all levels.
3. The Director and Deputy Director of the Provincial State Treasury shall inspect the warehouses under their management level.
4. State Treasury officials shall conduct inspections of the warehouse and funds.
5. Officials of the unit are responsible for conducting periodic and ad-hoc inventories, inspections of the warehouse, warehouse rotation, cleaning the warehouse, and preventing termites, insects, rodents, cockroaches, and mold. The head of the room (team) in charge of managing the warehouse and funds shall inspect and supervise the import and export of money and assets within their unit.
6. Technical staff responsible for repairing the warehouse and equipment within the warehouse, and those performing tasks within the warehouse must obtain written consent from the head of the unit with the warehouse.
7. Persons responsible for salvaging assets in the warehouse in case of emergency.
Circular 33/2017/TT-BTC took effect from June 16, 2017.
