On November 27, 2024, the Minister of Health of Vietnam issued Circular 41/2024/TT-BYT guiding the formulation of economic - technical norms for health quarantine and preventive healthcare services at public health facilities in Vietnam.

Principles for developing economic-technical norms for medical quarantine services at public healthcare facilities in Vietnam from January 13, 2025

According to provisions in Article 3 of Circular 41/2024/TT-BYT, the principles for formulating economic - technical norms for health quarantine and preventive healthcare services at public health facilities of Vietnam include:

- The economic - technical norms are formulated based on standards, technical processes, and technical regulations (if applicable) prescribed by competent state agencies; ensuring accurate and sufficient calculation of the necessary costs (including wastage) to perform one (1) service.

- For materials directly used for multiple service rounds guided by the manufacturer regarding the number of uses (after a certain number of uses, replacement is recommended), consumption is determined based on the manufacturer's guidance.

Note:

- Health quarantine and preventive healthcare services at public health facilities are services within the field of health quarantine and preventive healthcare provided to individuals, organizations, and enterprises as per the law on pricing. (As per Clause 1, Article 2 of Circular 41/2024/TT-BYT)

- Direct material norms refer to the consumption of raw materials, tools, drugs, chemicals, tools, fuels, energy, and other materials (hereafter referred to as materials) directly used to perform one (1) service. (As per Clause 2, Article 2 of Circular 41/2024/TT-BYT)

Methods for formulating economic - technical norms for health quarantine services at public health facilities in Vietnam from January 13, 2025

The methods for formulating economic - technical norms for health quarantine services at public health facilities in Vietnam are provided in Article 4 of Circular 41/2024/TT-BYT as follows:

- Standard method: formulating norms based on standards, technical processes, and technical regulations set by competent state agencies.

- Statistical and aggregating method: formulating norms based on analysis of collected data over the previous years (3 consecutive years) concerning material and direct labor consumption required to perform one (1) service.

- Analytical and experimental method: formulating norms based on scientific and practical grounds through surveys at units (photographing, timing, other measurement techniques) when determining material and direct labor consumption to perform one (1) service.

- Expert method: using expert experience in the field to evaluate technical requirements and work content required to provide material and direct labor consumption levels for one (1) service.

- Economic - technical norms are determined by one or more methods specified in Clauses 1, 2, 3, and 4 of Article 4 Circular 41/2024/TT-BYT. In cases where competent state agencies have issued standards, technical processes, and technical regulations, the method provided in Clause 1 of Article 4 of Circular 41/2024/TT-BYT must be applied.
