Recently, the Ministry of Public Security issued Circular 65/2011/TT-BCA stipulating the management of investment projects and construction bidding within the People's Public Security.
Steps for designing construction projects within the People's Public Security (Illustrative image)
as per Circular 65/2011/TT-BCA stipulates the establishment of construction designs in the People's Public Security as follows:
The investor, based on the construction investment estimate and the bidding plan approved by the competent authority, organizes the creation of construction design and estimation. In case of insufficient capacity, a competent consulting organization may be hired to establish design and estimation as prescribed.
- The steps for designing the construction project are to be implemented according to Article 16 of Decree 12/2009/ND-CP;
- Other design steps following international practices (if any).
For projects requiring two or more design steps, subsequent design steps must comply with the basic design and can only be implemented based on the approved design step.
In case the design in the steps after the basic design is contrary to Clause 3, Article 10 of Circular 65/2011/TT-BCA, any anticipated changes must be reported to the competent authority for decision before the investor approves.
The content of the technical design must ensure the following basic requirements:
- Conformity with the approved basic design;
- The structural solutions ensure safety, fit the content of the approved project, and comply with technical standards;
- Selecting technology process and equipment appropriate to normative standards (for projects requiring technology);
- Compliance with environmental regulations, fire prevention, and fire fighting;
- Sufficient basis for proceeding with the construction drawing design step.
The content of the construction drawing design must ensure the following basic requirements:
- Conformity with the approved basic design or technical design of the previous step;
- The structural solutions ensure safety, fit the content of the approved project, and comply with economic-technical standards;
- Selecting technology process and equipment appropriate to normative standards (for projects requiring technology);
- Compliance with environmental regulations, fire prevention, and fire fighting;
- Ensuring sufficient conditions for the construction implementation of the project.
