1. Military ranks of non-commissioned officers and soldiers in Vietnam

The military ranks of non-commissioned officers and soldiers according to Article 4 Circular 07/2016/TT-BQP are as follows:

- Non-commissioned officers of the Vietnam People's Army have three military ranks: Sergeant Major, Sergeant, Corporal.

- Soldiers of the Vietnam People's Army have two military ranks: Private First Class, Private.

2. What is the limit for considering rank promotion for non-commissioned officers and soldiers in Vietnam?

According to Article 7 Circular 07/2016/TT-BQP, the time limit for considering the promotion of military ranks for non-commissioned officers and soldiers is as follows:

- For non-commissioned officers, soldiers serving in units

+ Promotion to Private First Class: Private with 6 months of active service.

+ Promotion to Corporal

++  Private  First  Class  appointed  to  the  position  of  Assistant  Squad  Leader  or  equivalent  positions,  regardless  of  time  served.

++  Positions  with  ranks  of  Corporal  and  specialized  technical,  professional  soldiers  who  have  held  the  rank  of  Private  First  Class  for  6  months.

+ Promotion to Sergeant

++  Corporal  appointed  to  the  position  of  Squad  Leader  or  equivalent  positions,  regardless  of  time  served.

++  Positions  with  ranks  of  Sergeant  and  specialized  technical,  professional  non-commissioned  officers  who  have  held  the  rank  of  Corporal  for  6  months.

+ Promotion to Sergeant Major

++  Sergeant  holding  the  position  of  Squad  Leader  or  equivalent  appointed  to  the  position  of  Assistant  Platoon  Leader  or  equivalent  positions,  regardless  of  time  served.

++  Specialized  technical,  professional  non-commissioned  officers  with  an  intermediate  level  or  higher  assigned  correctly  to  the  structure,  who  have  held  the  rank  of  Sergeant  for  6  months.

+ Non-commissioned officers, soldiers who excellently complete their tasks and are commended from Emulative Soldier or higher are considered for one rank promotion; with particularly outstanding achievements, they are considered for exceptional rank promotion, not dependent on the rank, position, and time limits stipulated in points a, b, c, and d, clause 1, Article 7 of Circular 07/2016/TT-BQP, but not exceeding one level compared to the prescribed rank for the assigned position.

- For non-commissioned officers, soldiers who are students in schools

+ Students studying in schools

++  Promotion  to  Private  First  Class:  Having  held  the  rank  of  Private  for  6  months.

++  Promotion  to  Corporal:  Having  held  the  rank  of  Private  First  Class  for  6  months.

++  Promotion  to  Sergeant:  Having  held  the  rank  of  Corporal  for  12  months.

++  Promotion  to  Sergeant  Major:  Having  held  the  rank  of  Sergeant  for  12  months.

+ Graduates from training programs for non-commissioned officer command:

++  Squad  Leader  training  and  equivalent  positions;  graduates  with  good  standing  or  higher  will  be  promoted  to  Sergeant,  average  level  promoted  to  Corporal;

++  Assistant  Platoon  Leader  training  and  equivalent  positions,  graduates  will  be  promoted  to  Sergeant  Major.

+ Graduates from technical, vocational preliminary training

++  Training  duration  of  6  months  or  less:  Excellent  graduates  promoted  to  Sergeant;  good  and  average  level  promoted  to  Corporal.

++  Training  duration  of  more  than  6  months:  Graduates  with  good  standing  or  higher  promoted  to  Sergeant;  average  level  promoted  to  Corporal.

+ Students who excel in task completion and are commended from Emulative Soldier or higher are considered for one rank promotion; exceptionally outstanding achievements allow for extraordinary rank promotion, irrespective of time limits stipulated at points a, b, and c, clause 2, Article 7 of Circular 07/2016/TT-BQP;

+ Students who do not graduate or do not complete the training program will not be considered for promotion.

- For reserve non-commissioned officers, soldiers

+ Promotion to Private First Class: Private with 12 months serving in reserve mobilization units.

+ Promotion to Corporal

++  Private  First  Class  appointed  to  the  position  of  Assistant  Squad  Leader  or  equivalent  positions.

++  Positions  with  military  rank  of  Corporal  and  specialized  technical,  professional  soldiers  correctly  assigned,  appointed  within  the  framework,  having  held  the  rank  of  Private  First  Class  for  at  least  12  months.

+ Promotion to Sergeant

++  Corporal  appointed  to  the  position  of  Squad  Leader  or  equivalent  positions;

++  Positions  with  military  rank  of  Sergeant  and  specialized  technical,  professional  non-commissioned  officers  correctly  assigned,  appointed  within  the  framework,  having  held  the  rank  of  Corporal  for  at  least  12  months.

+ Promotion to Sergeant Major

++  Sergeant  appointed  to  the  position  of  Assistant  Platoon  Leader  or  equivalent  positions;

++  Specialized  technical,  professional  non-commissioned  officers  with  an  intermediate  level  or  higher  correctly  assigned,  appointed  within  the  framework,  having  held  the  rank  of  Sergeant  for  at  least  12  months.

+ Reserve non-commissioned officers, soldiers with outstanding achievements in duty execution, commended from Certificate of Merit or higher, are considered for one rank promotion; particularly outstanding achievements allow for exceptional rank promotion not dependent on the rank, position, and time limits stipulated in points a, b, c, and d, clause 3, Article 7 of Circular 07/2016/TT-BQP, but not exceeding one level compared to the prescribed rank for the assigned position;

+ The period for considering rank promotion is calculated from when the reserve military personnel is appointed to reserve mobilization units.
