What are the regulations on standards of academic officer specified in Circular 22/2022/TT-BGDDT in Vietnam? - Phuc Xuan (Khanh Hoa, Vietnam)

December 28, 2022, the Minister of Education and Training of Vietnam promulgates Circular 22/2022/TT-BGDDT stipulating codes, standards for professional titles, appointment and salary classification of academic officer in boarding schools; specialized high schools; public colleges and schools for the disabled.

According to Circular 22/2022/TT-BGDDT, the standards of academic officer from February 12, 2023 are prescribed as follows:

To remove requirement of foreign language and informatics certificates for academic officer in Vietnam

Specifically, in Clause 3, Article 3 of Circular 22/2022/TT-BGDDT, the standards for training and retraining of academic officer are as follows:

- Possessing a pedagogical college diploma or higher (or a college diploma or higher in other majors relevant to the teaching position);

- Completing the training program according to the standards of professional titles of public servants as prescribed.

Currently in Circular 07/2019/TT-BGDDT., in addition to the above two standards, the standards for academic officer also require the following:

- Having a level 1 foreign language level as prescribed in Circular 01/2014/TT-BGDDT or having a certificate of ethnic minority language training for localities where the use of ethnic languages is required;

- Having a computer skills standard in basic information technology use as prescribed in Circular 03/2014/TT-BTTTT.

Thus, academic officer no longer require foreign language and informatics certificates from February 12, 2023 compared to Circular 07/2019/TT-BGDDT.

New standards of professional competence in Vietnam

Standards on professional competence of academic officer are specified in Clause 4, Article 3 of Circular 22/2022/TT-BGDDT, specifically as follows:

- Understand and apply the guidelines and guidelines of the Party, policies and laws of the State, regulations and requirements of the industry for the educational level in the field of work;

- Effectively implement the school's educational plans and programs;

- Having the ability to organize and manage students to effectively perform the duties of a academic officer;

- Ability to coordinate and communicate well with colleagues; advising and supporting students and their parents in performing their duties;

- Ability to apply information technology in professional activities.

Compared with the current, Circular 22/2022/TT-BGDDT has adjusted this standard as follows:

- No longer requiring the standard of "Having skills to coordinate the organization of exams and tests of the school",

- Consolidating the standards "Having the ability to manage school records related to students" and "Having skills to monitor, manage and support students" into "Capable of organizing and managing students" to effectively carry out the duties of a public official".

Standards of professional ethics for academic officers in Vietnam

According to Clause 2, Article 3 of Circular 22/2022/TT-BGDDT, standards of professional ethics for academic officer include:

- Complying with the guidelines and guidelines of the Party, policies and laws of the State and regulations of the industry;

- Honesty, objectivity, sense of morality, high sense of responsibility. Preserving the quality, honor and prestige of officials and employees; unite, help colleagues and students;

- Performing duties in accordance with regulations and laws.

Compared with Circular Circular 07/2019/TT-BGDDT, there is no change in this standard.

Duties of academic officer in Vietnam

The academic officer is responsible for performing the following tasks:

- Planning and implementing the annual educational work of the school; periodical and regular reports as prescribed;

- Managing and monitoring the system of records and books of the school related to students;

- Coordinating the implementation of enrollment and assigned tasks related to examination, examination and assessment of students;

- Coordinating with teachers and staff in the school to manage and monitor students daily; summarizing the learning and training results of students;

- Completing training programs; self-study, self-improvement of professional capacity;

- Performing other duties assigned by the principal.
