Recently, the Ministry of Labor, Invalids, and Social Affairs has issued Circular 32/2019/TT-BLDTBXH regulating the standards for training and research institutions that organize title standards-based training for public employees in the vocational education sector.

Circular 32/2019/TT-BLDTBXH stipulates the standards for training and research institutions organized to provide professional title standard training. Details are as follows:
- Have at least 3 years of experience in training and professional development for vocational education teachers.- Have training materials compiled or selected and issued based on the training program prescribed by the Minister of MOLISA.- Have facilities and equipment as prescribed by the professional title standard training program for public employees in vocational education issued by the Minister of MOLISA.
- Have a team of permanent and visiting lecturers participating in teaching, ensuring the following standards:
- Loyal to the Socialist Republic of Vietnam;- Strong political qualities, healthy ethics and lifestyle;- Meet the prescribed standards for professional training levels;- Have qualifications in political theory, state management, informatics, foreign languages, and pedagogical skills meeting the assigned task requirements;- Be in good health according to professional requirements;- Clear personal background meeting political requirements;- Perform teaching tasks according to the content of the signed contract;- For foreign lecturers, they must have a political attitude suitable to Vietnam's political system, comply with Vietnamese law, and meet the requirements of knowledge and teaching capacity.
- The team of permanent lecturers of the training and research institution must be sufficient to participate in teaching at least 70% of the training program volume assigned for implementation.
