Standards for National Defense and Security Education Propagandists according to Circular 25 (Illustrative Image)

Article 4 of Circular 25/2014/TT-BQP stipulates the standards for National Defense and Security Education Propagandists as follows:

1. Must have full civil act capacity and health to perform the duties of a propagandist.

2. Must have a firm political stance, good moral qualities, and be reputable among the people.

3. Must have knowledge and understanding of national defense and security.

4. Must be trained and instructed in the dissemination of national defense and security knowledge and certified by competent authorities.

5. For propagandists in minority ethnic regions, in addition to the above standards, they must be fluent in the local minority ethnic languages.

A national defense and security education propagandist is the one who disseminates national defense and security knowledge to officials and people at the grassroots level, recognized by decision of the Chairman of the commune-level People's Committee.

Additionally, the activities of the propagandist must meet the following requirements:

- Comply with legal regulations.

- Follow the plan, content, and assigned tasks precisely.

- The propagated and disseminated content must align with the Communist Party's guidelines and viewpoints, State's policies, and laws.

- The content must be easy to understand, persuasive, and suitable for different audiences.
