Standards for Foreign Crewmembers Working on Vietnamese Fishing Vessels

In 2018, Circular 22/2018/TT-BNNPTNT was issued by the Ministry of Agriculture and Rural Development to regulate crew members of fishing vessels and fishery service vessels. This document replaces Decision 77/2008/QD-BNN.

According to the new regulations, foreign crew members working on Vietnamese fishing vessels must meet the following standards:

- Meet the conditions and standards stipulated in Article 9 of Decree 11/2016/ND-CP;- Be proficient in Vietnamese at level 2 or higher according to the Vietnamese language competency framework specified in Circular 17/2015/TT-BGDDT. In cases where a foreign language is used, there must be a translator accompanying or at least one crew member who knows that foreign language on board.- Meet the crew member standards and professional certification for the assigned title and tasks, in accordance with the provisions in Clause 3 of Article 5, Article 6, Article 7, Article 8, and Article 9 of Circular 22/2018/TT-BNNPTNT.
