On May 27, 2014, Circular 17/2014/TT-BGTVT was unanimously issued by the Minister of Transport, stipulating the standards for job titles at vehicle weight control stations on roadways.
To be specific, in Article 6 of Circular 17/2014/TT-BGTVT the standards for the position of Deputy Head of the Vehicle Load Inspection Station on the road are specified as follows:
- Ability to lead, manage, and organize the operation of the Station to undertake tasks upon authorization by the Head of the Station.- Professional and vocational qualifications:
- University graduate or higher in one of the following majors: Transportation, Construction, Architecture, Mechanics, Information Technology, Telecommunications, Electrical Engineering, Electronics, Automation, Law;- Meet the professional qualifications for the rank of specialist or equivalent or higher;- IT proficiency: At least level A;- Language proficiency: At least level A in one of the five languages: English, French, Russian, German, Chinese, or Laotian, Cambodian (for Stations located at border provinces adjacent to the Lao People's Democratic Republic and the Kingdom of Cambodia);- Mastery of standards, technical regulations, rules, procedures, and related professional activities concerning vehicle load inspection, violation handling, operation, and maintenance processes of the Station; proficient use of Station equipment as prescribed by state authorities.
- Work experience: At least 3 years of working experience in the Transportation sector (at the rank of specialist and equivalent or higher).
