Recently, the Ministry of Public Security has issued Circular 52/2014/TT-BCA on the management, preservation, and maintenance of fire prevention and fighting equipment.
Responsibility of the head in managing, preserving, and maintaining firefighting means (Illustrative image)
As stipulated in Article 9 of Circular 52/2014/TT-BCA, the responsibilities of heads of agencies, organizations, establishments, and household heads in managing, preserving, and maintaining firefighting means are as follows:
Organize, direct, and inspect the implementation of the management, preservation, and maintenance of firefighting means within the scope of management.
Organize the preparation and management of records on firefighting means as per the guidance of the Firefighting and Rescue Police agency.
Organize for staff, employees, and workers in the agency, organization, establishment to understand features, benefits, learn, and proficiently use the equipped firefighting means.
Assign personnel to manage, preserve, and maintain the firefighting means.
Compile statistics and report to the directly managing superior authority and the local Police authority on the management, preservation, and maintenance of firefighting means.
Inspect and handle violations within the authority or propose competent authorities to handle violations in the management, preservation, and maintenance of firefighting means within the agency, organization, or establishment.
Ensure funding for the management, preservation, and maintenance of firefighting means.
Households equipped with firefighting means to implement the management, preservation, and maintenance of means as stipulated in this Circular.
Moreover, this Circular also stipulates the responsibilities of those assigned to manage, preserve, and maintain firefighting means, which include:
- Managing, preserving, and maintaining firefighting means in accordance with management policies and as per the guidance of the Firefighting and Rescue Police agency.- Regularly inspecting the places where firefighting means are managed, preserved, and maintained within the scope of management; promptly detecting any lost or damaged means or places that cannot ensure safety for reporting to directly managing agencies, organizations, or establishments for handling.- Compiling statistics and reporting to the head of the directly managing agency, organization, or establishment on the situation of managing, preserving, and maintaining the firefighting means.
