On May 19, 2014, the Ministry of Finance issued Circular 65/2014/TT-BTC providing guidance on interest rate support for bank loans to purchase temporary storage of paddy and rice for the Winter-Spring crop 2013-2014.
Responsibilities of State Agencies related to supporting loan interest for temporary storage of rice, paddy (Illustration)
Circular 65/2014/TT-BTC stipulates the responsibilities of organizations and state agencies related to supporting bank loan interest for temporary storage of rice and paddy as follows:
- People's Committees of provinces and centrally-governed cities in the Mekong Delta direct the Department of Industry and Trade to inspect and confirm the inventory, import, and export listings of temporarily stored rice and paddy at the warehouses located in the province of the merchants assigned with temporary storage tasks (including cases where the merchants do not have headquarters in the province).- The Department of Industry and Trade of provinces and centrally-governed cities in the Mekong Delta, based on the relevant documents provided by the merchant according to Clause 8, Article 2 of this Circular, shall inspect the quantities purchased, purchase prices, purchase values, and the quantities and values of stored rice and paddy during the temporary storage period; and confirm the inventory, import, and export listings of temporarily stored rice and paddy prepared by the merchant according to Form No. 01 issued with this Circular, while being responsible for the accuracy of the confirmed data.- Commercial banks assigned by the State Bank of Vietnam with the task of lending for temporary storage are responsible for confirming the outstanding loan balance and interest arising from the purchase of temporary storage rice and paddy for the Winter-Spring 2013-2014 season for merchants according to Form No. 02 issued with this Circular, while being responsible for the accuracy of the confirmed data.- Responsibilities of the Vietnam Food Association: Notify the Ministry of Finance of the list of merchants assigned with the target for purchasing temporary storage rice and paddy so that the Ministry of Finance can monitor and base on this for considering interest support for the merchants as prescribed. And inform the Department of Industry and Trade of provinces and centrally-governed cities in the Mekong Delta of the list of merchants assigned with the target for purchasing temporary storage rice and paddy, so the Department of Industry and Trade has a basis to perform their responsibilities as per regulations. Inspect and supervise the organization of purchasing temporary storage rice and paddy for merchants according to Decision 373a/QD-TTg.
