Below is the content of the regulations on the technical procedures for mechanized collection of solid household waste from families andindividuals to the receiving facility in Vietnam from February 3, 2025.

On December 19, 2024, the Minister of Natural Resources and Environment of Vietnam issued Circular 35/2024/TT-BTNMT promulgating the technical procedures for collection, transportation, and treatment of domestic solid waste.
According to Article 6 of Circular 35/2024/TT-BTNMT, the technical procedures of mechanized collection of domestic solid waste from households and individuals to receiving facilities in Vietnam are prescribed as follows:
(1) Preparation Work
- Arrange workers for the mechanized collection of domestic solid waste from households and individuals; workers to operate collection vehicles;
- Prepare personal protective equipment (clothes, shoes, boots, hats, gloves, masks, etc.), signaling devices, warning signs, brooms, shovels, and other necessary tools;
- Check collection vehicles (compactor trucks, trucks, container trucks, or other vehicles) to ensure they meet safety, transportation, and environmental protection requirements according to regulations.
(2) Mechanized Collection of Domestic Solid Waste from Households and Individuals
- Move the collection vehicle from the vehicle storage point to the collection location according to the assigned schedule; stop the vehicle, signal for parking; place warning signs to ensure traffic safety; signal the time of waste collection to households and individuals;
- Assist and guide households and individuals to dispose of domestic solid waste at the correct position on the collection vehicle; may refuse to accept waste that is not sorted, does not use designated packaging, containers according to local government regulations, or waste that is not of the correct type according to the announced schedule; clean the collection location, remove warning signs, signal to move before proceeding to the next collection location;
- Collect waste until reaching the load capacity of the mechanized collection vehicle. Move to the receiving facility according to the assigned schedule, in accordance with the waste reception plan of the receiving facility;
- Move the collection vehicle through the weigh station when entering and leaving the receiving facility to determine the weight of domestic solid waste; present the transportation order; receive the weigh slip for waste transfer; transfer domestic solid waste and leachate (if any) according to regulations; pass through the car wash station to ensure environmental sanitation before leaving the receiving facility;
- Continue collecting domestic solid waste according to the technical process in this section until the end of the working shift.
(3) End of Working Shift
- Move the collection vehicle back to the storage point;
- Inspect, clean, and assemble the collection vehicle, labor tools at the designated location, and hand over to the next working shift;
- Submit the weigh slip for waste transfer to the authorized personnel;
- Summarize the number of trips, the amount of domestic solid waste collected and transferred to the receiving facility during the working shift; information on households and individuals who did not sort, dispose of waste in conformable packaging, containers, or provided incorrect waste type according to the announced schedule; promptly report to authorities within the workplace to implement handling and management measures according to regulations.
