Below is the content regarding the regulations on collecting, registering, storing, and publishing information about scientific and technological tasks within the Ministry of Defense of Vietnam from February 3, 2025.

On December 19, 2024, the Minister of National Defense of Vietnam issued Circular 115/2024/TT-BQP regulating the collection, registration, storage, and disclosure of information regarding scientific and technological tasks within the Ministry of National Defense.

Regulations on the collection, registration, storage, and disclosure of information on scientific and technological tasks within the Ministry of National Defense of Vietnam​

Circular 115/2024/TT-BQP is applied to agencies, units, organizations, and individuals involved in the collection, registration, storage, and disclosure of information regarding scientific and technological tasks within the Ministry of National Defense.

In Article 3 of Circular 115/2024/TT-BQP:

- Scientific and technological tasks within the Ministry of National Defense are categorized into three levels, including: national level, Ministry of National Defense level, and institutional level tasks.

- Ongoing scientific and technological tasks are those currently being implemented at the time the information is provided.

- The results of implementing scientific and technological tasks consist of the documentation of outcomes obtained from scientific research and technological development activities, including: comprehensive research result reports; summarized research result reports; product design documents; technology documents; appendices compiling survey data; thematic studies; maps; diagrams; multimedia documents, and other documents (if any).

- Registering the results of implementing scientific and technological tasks is the process whereby the leading organization declares and submits the results of the tasks to the competent authority as prescribed.

Regulations on the collection of information about ongoing scientific and technological tasks funded by the state budget in Vietnam

(1) Within 30 working days from the date of signing the contract for scientific and technological tasks, the leading organization is responsible for collecting and submitting information to the science and technology management agency as prescribed in (2) and (3).

(2) Information on each ongoing scientific and technological task funded by the state budget is documented in one Form according to Template 1 in the Appendix issued along with Circular 115/2024/TT-BQP, including the following details:

- Task name;

- Task management level;

- Task confidentiality level;

- Task code (if any);

- Information about the leading organization of the task;

- Supervisory agency for the task;

- Information about the task leader;

- List of key individuals participating in the task;

- Information about organizations coordinating the task implementation;

- Main objectives and contents of the task;

- Research field of the task;

- Socio-economic objectives of the task;

- Research methods;

- Expected scientific and technological products;

- Expected application address and scale;

- Expected start and end times;

- Approved implementation budget;

- Approved Decision number; Contract number for task implementation.

(3) The delivery and receipt of the Information Form for ongoing scientific and technological tasks funded by the state budget are as follows:

- Information Form for national level scientific and technological tasks that do not contain state secrets in the field of national defense is sent to the National Science and Technology Information Department under the Ministry of Science and Technology and the Military Science Department under the Ministry of National Defense.

- Information Form for national level tasks containing state secrets in national defense and Ministry of National Defense level is sent directly or via military postal service to the Military Science Department.

- Information Form for institutional level tasks is sent directly or via military postal service to the science and technology management agency under agencies or units affiliated with the Ministry of National Defense. The management agency will compile and send it directly or via military postal service to the Military Science Department.

- Information Form for tasks funded by state science and technology funds at various levels is sent directly or via military postal service to the science and technology management agency at the same level. This management agency sends it directly or via military postal service to the science and technology management agency under agencies, units affiliated with the Ministry of National Defense to compile, send directly or via military postal service to the Military Science Department.

(4) During the implementation of scientific and technological tasks, in case of any amendments or supplements to any information content in the Information Form as specified in (2), within 15 working days from the date the amendments or supplements are approved, the unit managing the scientific and technological tasks must update the Information Update Form according to Template 2 in the Appendix issued along with Circular 115/2024/TT-BQP and send it directly or via military postal service to the science and technology management agency as stipulated in (3).
