Decree No. 125/2018/NĐ-CP on amendments to the Government’s Decree No. 64/2016/NĐ-CP amending Decree No. 11/2010/NĐ-CP providing for management and protection of road infrastructure facilities was issued on September 19, 2018 by the Government of Vietnam. A notable content of Decree No. 125/2018/NĐ-CP is the amendment on requirements for road traffic safety investigator training establishments.
Specifically, according to Point a Clause 2 Article 1 of Decree No. 125/2018/NĐ-CP of Vietnam’s Government amending Clause 2 Article 1 of Decree No. 64/2016/NĐ-CP, road traffic safety investigator training establishments must meet the following requirements:
1. Road traffic safety investigator training establishments must be established under the law.
2. Facilities
- Each seat in a classroom shall have an area of at least 1.5 m2. All classrooms shall be equipped with sound and audiovisual equipment systems including projector screens, projectors, computers, audio amplifiers, and microphones and loudspeakers;
- Regarding equipment for on-site teaching and learning, at least 50 reflective jackets and 01 device for measurement of retroreflectivity of traffic signs or traffic paints must be provided.
3. Lecturers
- Full-time lecturers shall teach at least 40% of the lessons of the framework program;
- Lecturer’s standards are stipulated in Clause 1 of Article 12c of Decree No. 64/2016/NĐ-CP that is amended by Point c Clause 2 Article 1 of Decree No. 125/2018/NĐ-CP, specifically as follows:
+ Be qualified to act as a traffic safety chief investigator;
+ Possess at least a bachelor’s degree in road traffic and have at least 10 years’ experience of teaching road traffic safety or state management of road traffic safety.
