Circular 09/2018/TT-BTNMT has just been issued by the Ministry of Natural Resources and Environment on September 14, 2018, stipulating specific regulations on types of non-ferrous metal scrap permitted for import.
Circular 09 stipulates that imported non-ferrous metal scrap with HS codes listed in the Catalogue of Permitted Imported Scrap from Abroad for Production Materials is issued by the Prime Minister of the Government of Vietnam. Non-ferrous metal scrap includes:
- Imported non-ferrous metal scrap of different shapes and sizes such as segments of bars, segments of pipes, scrap ends, sheet ends, cut-offs, meshes, wires, shavings, fibers, blocks, ingots, and fragments. The core of electrical wires and cables made of non-ferrous metals must have their plastic, rubber, or other insulating material covers removed before being transported to Vietnam; for enameled electrical wires (non-ferrous metal wires with insulating layers made of enamel paint, cotton, or paper), it is not required to remove the insulating layers.- Imported non-ferrous metal scrap originating from the following: by-products from metal processing or other manufacturing processes; selected, reclaimed from construction materials, transportation means, machinery, equipment, and other products after being cut, dismantled abroad or in the exporting territory to remove impurities and materials prohibited from import in accordance with Vietnamese law.- Imported non-ferrous metal scrap with some undesirable impurities attached.
