Below are the regulations on the use of traffic accounts for payment for road traffic in Vietnam from October 1, 2024, as per Decree 119/2024/ND-CP.

On September 30, 2024, the Government of Vietnam issued Decree 119/2024/ND-CP regulating electronic payment for road traffic.

According to Article 12 of Decree 119/2024/ND-CP, the use of traffic accounts in Vietnam from October 1, 2024, is regulated as follows:

(1) Vehicle owners must ensure sufficient funds in the payment method connected to the traffic account when making electronic road transportation payments.

(2) In case the amount in the payment method connected to the traffic account is insufficient to pay the road use fee on the expressway, the vehicle will not be allowed to pass through the expressway toll station.

(3) In case the amount in the payment method connected to the traffic account is insufficient to pay the road use fee, the vehicle must use the mixed toll lane at the road toll station, except for the case specified in (2) above.

(4) In case the amount in the payment method connected to the traffic account is insufficient to make electronic road transportation payments, except for the cases specified in (2) and (3), other payment methods at the collection point are to be implemented.

(5) The road use fee payment service provider directly uses the traffic accounts managed by them to conduct electronic road transportation payments for the services provided by the road use fee payment service provider.

(6) Upon request or with the consent of the traffic account holder, the road transportation payment service provider uses traffic account information through the connection and data sharing with the Electronic Road Transportation Payment Management System to perform electronic road transportation payments for the services provided by the road transportation payment service provider. The road transportation payment service provider provides an access account to the electronic road transportation payment application for the vehicle owner.

(7) In the event that the electronic road transportation payment service provider cannot maintain the electronic road transportation payment service, the Ministry of Transport decides on the use of the traffic account to ensure no disruption in electronic road transportation payments, with the consent of the traffic account holder.

Regulations on the terminal card attached to vehicles to open a traffic account in Vietnam

- Vehicles must be equipped with a terminal card to open a traffic account. The installation and activation of the terminal card are carried out by the road use fee payment service provider in accordance with the regulations in Decree 119/2024/ND-CP.

- The Ministry of Public Security, the Ministry of National Defense cooperate with the Ministry of Transport and the road use fee payment service provider in attaching terminal cards to vehicles serving security and national defense participating in traffic.

- Vehicle owners must pay the terminal card installation fee to the road use fee payment service provider. The terminal card is warranted by the road use fee payment service provider for a minimum of 12 months from the time of installation.
