Recently, the Ministry of Natural Resources and Environment issued Circular 07/2016/TT-BTNMT stipulating the data sets, data standards, and the construction and management of the national hydrometeorological database.
Regulations on the procedure for collecting meteorological and hydrological information, data (illustrative image)
Article 7 Circular 07/2016/TT-BTNMT stipulates the procedures for collecting national meteorological and hydrological information, data, including the following specific steps:
Step 1: The agency or organization specified in Point b Clause 1 Article 6 of this Circular submits meteorological and hydrological information, data (hereinafter referred to as the submitter) by sending a notification of submission of such information, data to the agency managing meteorological and hydrological information, data (hereinafter referred to as the receiver).
Step 2: After receiving the notification of submission of meteorological and hydrological information, data, the receiver prepares a detailed plan for reception and informs the submitter. The plan includes details such as time, venue, method of delivery and reception, storage facilities, reception equipment, and other relevant content.
Step 3: The submitter prepares and sends the submission dossier of meteorological and hydrological information, data to the receiver. The dossier includes:
- One (01) statistical table listing the meteorological and hydrological information, data being submitted;- One (01) summary report on the submitted information, data for topics, programs, projects;- One (01) copy of the acceptance dossier as specified by the competent authority (if any);- Various types of meteorological and hydrological information, data with officially confirmed origins, original documents, or the final product of the topic, program, project.
Step 4: The receiver checks the list and quantity of information, data and issues a receipt for the submission of meteorological and hydrological information, data according to the form specified in Appendix No. 03 of this Circular, and sends it to the submitter.
Step 5: The receiver inspects the submitted meteorological and hydrological information, data and issues an inspection comment form according to the form in Appendix No. 04 of this Circular.
The inspection content includes:
- Checking the completeness and validity of the submitted information, data as per the results accepted, approved, published, or recognized by the competent authority;- Checking the consistency of printed documentation with electronic data;- Checking the form and specifications of the submitted data.
In cases where the submitted information, data do not meet the requirements, the inspection comment form must specify the necessary corrections and completions. In case of disagreement between the submitter and the receiver, the meteorological and hydrological information, data receiving agency is responsible for reporting to the competent authority for consideration and resolution.
Step 6: Within a maximum of ten (10) working days from the date of receiving the meteorological and hydrological information, data, the receiver must complete the inspection as specified and issue a Confirmation of Submission of Meteorological and Hydrological Information, Data to the submitting agency, organization, or individual. If a Confirmation is not issued, the receiving agency must provide a written response stating the reasons. The form for the Confirmation of Submission of Meteorological and Hydrological Information, Data is specified in Appendix No. 05 of this Circular.
