Regulations on the Level of Inspection and Acceptance of Administrative Boundary Records at All Levels

Recently, the Ministry of Natural Resources and Environment issued Circular 48/2014/TT-BTNMT regulating techniques for determining administrative boundaries, placing boundary markers, and establishing administrative boundary records at various levels.

Circular 48/2014/TT-BTNMT stipulates the level of inspection and acceptance of administrative boundary dossiers at all levels as follows:

For commune-level administrative boundary dossiers:

- The construction unit shall organize a self-inspection of 100% of the work items and documents in the administrative boundary dossier;- The commune-level People's Committee is responsible for monitoring and supervising the construction process on the ground and inspecting 100% of all work items and documents of its commune-level administrative boundary dossier during the construction unit's implementation;- The district-level People's Committee is responsible for: Reviewing documents and the quality of administrative boundary markers at 30%; Comparing the results of the coordinates of boundary markers and characteristic points on the administrative boundary map data at 30%. Comparing documents with the field: inspecting 30% of the types of work and documents: administrative boundary maps, boundary marker location diagrams, boundary description confirmation minutes, and place name statistics.- The provincial-level People's Committee is responsible for: Reviewing documents and the quality of markers at 20%; Comparing the results of the coordinates of marker positions and characteristic points on the administrative boundary map at 10%. Comparing documents with the field: inspecting 10% of the types of work and documents: administrative boundary maps, boundary marker location diagrams, boundary description confirmation minutes, and place name statistics.

For district-level administrative boundary dossiers:

- The construction unit shall organize a self-inspection of 100% of the work items and documents in the administrative boundary dossier;- The district-level People's Committee inspects 100% of all work items and documents of its district-level administrative boundary dossier conducted by the construction unit;- The provincial-level People's Committee inspects 50% of all work items and documents.

For provincial-level administrative boundary dossiers:

- The construction unit shall organize a self-inspection of 100% of all work items and documents in the administrative boundary dossier conducted by the construction unit;- The provincial-level People's Committee inspects 100% of all work items and documents of its provincial-level administrative boundary dossier conducted by the construction unit; The Ministry of Home Affairs shall preside and cooperate with the Ministry of Natural Resources and Environment to determine the level of inspection of work items and documents in the provincial-level administrative boundary dossier during the appraisal process based on specific circumstances.
