To be specific, Article 11 of the Regulations on economic-technical norms for meteorological and hydrological documentation work issued together with Circular 39/2013/TT-BTNMT stipulates the collection, control, evaluation, quality classification, and transfer of oceanographic data as follows:

On data collection:

* Preparation work:

- Review tasks assigned to the station network managed by the station, including: The criteria (measured elements), equipment of each station as a basis for checking the data sent by the station;- Arrange personnel to collect data, remind stations to submit data on time according to current regulations (stations have the duty to send data to the station by the 5th of each month; the station should contact to review and remind if submitted late).

* Data collection:

- Submission procedures:- For data received directly: The data submission checklist confirmed by the station head; data submission checklist and handover record prepared according to the meteorological-hydrological data storage regulations.- For data sent by post: Verify the postmark; inventory the data and compare it with the checklist prepared by the station, if errors are detected, promptly notify the station for immediate supplementation; confirm the data receipt checklist and return it to the sending unit.

- Check legal validity: Remarks and signature of the station head (with stamp if available);

- Check data volume: Based on the assigned tasks regarding measurement criteria, check monthly reports against the number of data, determine the cause of any shortage.

On data control:

- Check the physical condition of the data;- Check the process compliance;- Check the original logs;- Check report (BHV-1), compare with meteorological data of corresponding elements;- Check the selection of extreme values for each element;- Check the charts;- Check the annotation of various types of charts;- Check report (BHV-2), items of peak tide, trough tide, and the time of occurrence; time and height of high water and low water;- Check between the original logs, charts, and various reports;- Check the correlation between the measured elements;- Compare with 1 (or 2) copies of the data report.

On data evaluation, classification, and transfer: Record quality assessment remarks, send all data including original logs, charts, and 01 edited data set along with the data checklist to the Meteorological-Hydrological and Environmental Network Center for appraisal and quality assessment.
